The purpose of this thesis is to assess and address the prevalence of mental health issues among incarcerated individuals in America. There are multiple internal and external contributing factors to the disproportionately high numbers of mentally ill inmates. Comparing the United States prison system with other countries such as Norway allows for possible paths to improving the mental health crisis that we are currently experiencing. This thesis looks at the principles and practices used in Norway's prisons as well as how they affect inmate's mental health. Debt Bondage: How Private Collection Agencies Keep The Formerly Incarcerated Tethered To The Criminal Justice System, Bryan L. Adamson

This Article examines the constitutionality of statutes which allow courts to transfer outstanding legal financial obligations to private debt collection agencies. In Washington State, the clerk of courts can transfer the legal financial obligation of a formerly incarcerated person if he or she is only thirty days late making a payment. Upon transfer, the debt collection agencies can assess a “collection fee” of up to 50% of the first $100.000 of the unpaid legal financial obligation, and up to 35% of the unpaid debt over $100,000. This fee becomes part of the LFO debt imposed at sentencing, and like that …

Traumatic Brain Injury (TBI) is a silent epidemic in Minnesota’s correctional system. People with TBI in corrections have significant needs related to their TBI that are not being met. These unmet needs threaten their personal safety and the safety of others in correctional settings and society at large; and threaten their ability to maintain their status as productive members of their communities upon release, negatively affecting the well-being of entire communities.

The high rate of recidivism in the over 600,000 individuals who return from incarceration each year is an important social problem facing U.S. society and the criminal justice system. Efforts undertaken so far early in the 21st century to address the problem of recidivism in the formerly incarcerated, particularly prison reentry programs, have produced disappointing results at reducing the rate of recidivism. In 2003, the Kentucky Supreme Court adopted the amended KRS 412, effectively making the language of KRE 412 consistent with the analogous Federal Rule of Evidence 412. Now, as in federal court, the provisions of the Rape Shield Law apply in both criminal and civil cases to govern when and how evidence of a victim's alleged sexual behavior or sexual predisposition may be introduced. The article describes the intent of the original Rape Shield Law and the implications of its amended version in both civil and criminal cases.

Crimes of violence against women are unique in their treatment by our culture and our system of legal justice. Both culturally and statutorily, victims of crimes which have historically been perpetrated against women, such as rape, domestic violence, and stalking have received significant focus. This article highlights cultural considerations and provides a statutory and case law analysis.
