In the Fall of 2011, University of New Orleans (UNO) students enrolled in the MURP 4081/G ― Information Technology for the Planning Profession – led by Dr. Michelle Thompson, partnered with the Associated Neighborhood Development (AND) to evaluate quality of life indicators within Hoffman Triangle. Hoffman Triangle is a neighborhood located in the Central City of New Orleans, LA. The student teams evaluated the neighborhood parcel by parcel, collected primary and secondary information and analyzed data using basic data and spatial analysis primarily within a geographic information system (GIS). A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management.

On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. This article aims at understanding the relation between crime and identity formations in the French banlieues, especially in the wake of the 2005 urban riots. The essay performs a reading Mamadou N’Dongo’s novel El Hadj at the intersection of aesthetics and politics in order to scrutinize identity formations and related debates at stake in the prisons of poverty and oppression that constitute the banlieues whose inhabitants are the third or fourth generation of the heirs to African immigration in France. Economic recovery in the Intermountain West’s major metropolitan areas edged forward in the third quarter of 2011, after idling for much of the year. Nationally, high technology and automotive-oriented metros showed the strongest signs of recovery; in the Intermountain West, manufacturing-intensive and technology-oriented metros had the strongest quarter. Employment and output grew in most metropolitan areas, and the unemployment rate fell throughout the region. At the same time, the housing market freefall came to an end—or at least paused—across most of the region, as home prices ticked upwards for the first time since the Monitor began tracking recession and recovery. …

This report presents results from surveys of residents at several transit-oriented developments (TODs) in Portland, Gresham, Hillsboro, and Happy Valley. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland, and in 2007 at 11 sites in the eastside of Portland and Gresham.

The combination of seismic and vehicle live loadings on bridges is an important design consideration. There are well-established design provisions for how the individual loadings affect bridge response: structural components that carry vertical live loads are designed to remain well within the linear-elastic range while lateral load carrying components are designed to yield under large seismic excitations. The weight of the bridge superstructure is taken in to account as dead load in structural analysis for seismic loads; however, the effects of additional mass and damping of live loads on the bridge deck are neglected. The purpose of this study was to gain a better understanding of how equipment replacement decisions are supported with data collection and quantitative models at state DOTs, and to determine if models found in the research literature offer any better decision support when applied to realistic fleet usage and cost data. This study also addressed the current state of equipment replacement at state DOTs with respect to using measurable “green” criteria in replacement decisions, and the development of new quantitative replacement models utilizing such criteria. Travel-time variability is a noteworthy factor in network performance. It measures the temporal uncertainty experienced by users in their movement between any two nodes in a network. The importance of the time variance depends on the penalties incurred by the users. In road networks, travelers consider the existence of this journey uncertainty in their selection of routes. This choice process takes into account travel-time variability and other characteristics of the travelers and the road network. During the first decade of the 21st century no region in the nation experienced the political and demographic changes that occurred in the Intermountain West region, including the states of Arizona, Colorado, Idaho, Nevada, New Mexico, and Utah. These states grew at unprecedented levels and are now demographically more diverse and increasingly urbanized. This presentation will explore the status of redistricting and reapportionment efforts, and the implications for state and national politics.

Data through the second quarter of 2011 raise new questions about the pace and certainty of recovery in the Intermountain West. Even places like Denver, Colorado Springs, and Ogden—which only suffered mild setbacks in the early quarters of the recession—have stagnated in the wake of the nation’s worst economic slump since the Great Depression. Output and employment increased hesitantly in eight of the 10 major metros of the Intermountain West in the second quarter while the housing market slumped to new lows everywhere.

This study examines “spatial interventions”: street art, guerrilla gardening, public space invasions, and other unauthorized practices of place-based, site-specific art or activism that challenge the normative uses or meanings of particular urban spaces. In recent years, a growing number of individuals have taken up these forms of site-specific direct action. Some argue that they represent new strategies of political expression, even “resistance”; others, that it is little more than vandalism or pointless juvenile acting out. Yet my research suggests that many of these actions are rather connected by something more subtle, a simple willingness to reimagine the built environment on …

This article describes a campus-community collaborative, SEED Wayne, which was developed to build sustainable food systems on Wayne State University’s campus and in Detroit neighborhoods. The discussion traces the nature of SEED Wayne’s partnerships and reflects on the program’s past three years of existence, including experiences within the university, practical challenges associated with defining sustainability uniformly across diverse campus and community activities, gaining consistent student involvement, and the mutual benefits of the university-community partnership.

In the United States, walking to school declined from 42% of 5-18 year olds in 1969 to 16% in 20011. The US Department of Transportation has responded to this dramatic decrease by funding the Safe Routes to School program for $612 million in SAFETEA-LU. The program’s funding emphasize infrastructure improvements such as completing sidewalks and adding crosswalks by requiring between 70% and 90% of funding be allocated toward infrastructure. However, recent research shows that 2 of 3 children who currently are driven to school, but live close enough to walk, do so because it is more convenient for parents. Currently, …

I use a Marxist framework centred on the mode of production to conceptually analyze the changing stratification structure in today’s China with a focus on the changing nature of rural-urban inequality. As the state-managed tributary mode of production, once dominant under socialism, is being gradually eclipsed by the reviving petty-commodity mode of production and the newly emerged capitalist mode of production, both of which are market-based and enable the transfer of surplus from labour to capital, a new set of mechanisms are creating and sustaining rural-urban inequality in China. It is well established that vehicles powered by carbon-based fuels (e.g. gasoline, diesel) have a negative impact on air quality, especially in urban centers. Traditionally, air quality conformity studies analyze the macroenvironmental impact of transportation corridors, as they relate to regional air quality management concerns. Urban residents spend a considerable amount of outdoor time in transportation microenvironments as pedestrians, bicycle commuters, people waiting to use public transport, residents and workers situated along roadways, and commuters within vehicles. This report presents a review of a research effort to evaluate the safety implications of advisory speeds at horizontal curve locations on Oregon rural two-lane highways. The primary goals of this research effort were to characterize driving operations at rural two-lane highway curve locations where advisory speed signs were present, and to determine to what extent these signs play a role in enhancing safety. Placement of advisory speed signs at horizontal curve locations in the State of Oregon is a practice aided by unique and specific state-level policies and, as such, may vary from nationally accepted procedures. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness.
