The Return Of Dr. Strangelove: How Austerity Makes Us Stop Worrying And Love The Bomb…And Cyber War, Jan Kallberg, Adam Lowther

With sequestration looming—generating significant cuts to defense spending—the United States may find itself increasingly relying on nuclear and cyber deterrence as an affordable way to guarantee national sovereignty and prevent major conflict. While earlier defense planning and acquisitions were based on economic conditions that no longer exist, Congress’ options to balance the budget by cutting defense spending are politically palatable because far fewer American are “defense voters” than “social welfare voters,” according to a number of recent public opinion surveys.

UN Secretary-General Ban Ki-Moon's most recent report on RtoP seeks to evaluate the various ways that Pillar Three of RtoP can be implemented. As anyone familiar with RtoP is aware, the commitment is understood to have three separate but interrelated pillars. The United Nations Secretary-General's report on pillar three of the responsibility to protect (RtoP), "Responsibility to Protect: Timely and Decisive Response," is the most interesting, timely, and decisive of his four reports thus far on the RtoP. To start with, the subject matter of pillar three – the international community's potentially coercive responses to humanitarian crises, including humanitarian intervention – is the most controversial part of the RtoP doctrine and the area that has attracted the most criticism from skeptics. Reflecting upon United Nations Secretary-General Ban Ki-moon's recent report concerning the third pillar of the Responsibility to Protect (RtoP), on the "timely and decisive response," two items become clear to me. First is that the third pillar is inherently coercive in nature, even though the report and many RtoP pundits stress that it entails more than merely sanctioning the use of force. Το παρόν άρθρο επιζητεί την σύντομη παρουσίαση της τουρκικής στρατηγικής κουλτούρας - ή κουλτούρας ασφάλειας - μέσα από την ανάλυση των αντιδράσεων της Τουρκίας απέναντι στις εξεγέρσεις του αραβικού κόσμου. Για την επίτευξη αυτού του σκοπού ορίζεται αρχικά η έννοια «στρατηγική κουλτούρα» και στη συνέχεια εξετάζονται στοιχεία και παράγοντες που επηρέασαν και επηρεάζουν την τουρκική εξωτερική πολιτική, περιφερειακή πολιτική και στρατηγική συμπεριφορά. In this article, we examine a model of terrorism that focuses on the tradeoffs facing a terrorist organization that has two qualitatively different attack modes at its disposal. The terrorist organization's objective is to successfully attack at least one target. Success for the target government is defined as defending all targets from any and all attacks. In this context, we examine how terrorist entities strategically utilize an efficient but discrete attack technology e.g., suicide attacks when a more conventional mode of attack is available, and the optimal anti-terrorism measures.
