La Encuesta Nacional de Violencia Organizada (ENVO Élites) fue levantada en otoño del 2013 en México entre seis sectores de élites: gobierno, políticos, academia, medios, empresarios y sociedad civil (N = 629). Indaga en las acciones y actitudes que adoptan las élites mexicanas hacia los actores principales de la violencia organizada criminal: los perpetradores, las víctimas, el Estado y la sociedad civil. El presente informe compara los resultados descriptivos principales entre los seis grupos de élite y entre ellos y la población general.

Το παρόν άρθρο επιζητεί την σύντομη παρουσίαση της τουρκικής στρατηγικής κουλτούρας - ή κουλτούρας ασφάλειας - μέσα από την ανάλυση των αντιδράσεων της Τουρκίας απέναντι στις εξεγέρσεις του αραβικού κόσμου. Για την επίτευξη αυτού του σκοπού ορίζεται αρχικά η έννοια «στρατηγική κουλτούρα» και στη συνέχεια εξετάζονται στοιχεία και παράγοντες που επηρέασαν και επηρεάζουν την τουρκική εξωτερική πολιτική, περιφερειακή πολιτική και στρατηγική συμπεριφορά. Το θεωρητικό και ιστορικό πλαίσιο της τουρκικής στρατηγικής κουλτούρας θα εφαρμοστεί στην περίπτωση της πολιτικής της Τουρκίας απέναντι στις αραβικές εξεγέρσεις σε μια προσπάθεια επεξήγησης των κινήσεων της Άγκυρας και των παραγόντων που επηρεάζουν τις στρατηγικές της επιλογές.

This article analyzes the stages of the Syrian crisis’ escalation and the various Turkish reactions. Each stage of Turkey’s management of the crisis reveals certain features of its foreign policy. By examining its reactions throughout the crisis we can observe the gap between the capabilities and aspirations of Turkish foreign policy. The result is a “talking timeline of events” which shows that the Syrian crisis has been a “reality check” for Turkey.

Sicherheit und staatlicher Aufbau werden heute bei der Stabilisierung und Friedenssicherung fragiler Staaten immer zusammen gedacht. Im Südsudan steht das nächste große Staatsaufbauprojekt an, von dem für die Sicherheitslage in der volatilen Region am Horn von Afrika viel abhängt.
Bisher haben westliche Staatsaufbaustrategien den westlichen demokratischen Nationalstaat und seine Verwaltung zum Vorbild genommen, um Unterstützung beim Aufbau ähnlicher Strukturen zu leisten, zuletzt im Irak und in Afghanistan. Die Ergebnisse dieser Strategien sind sehr durchwachsen. Kritiker führen an, dass die schlechte Performanz an mangelnder Berücksichtigung der Bedürfnisse und vorhandener Governance-Strukturen in den Zielländern liegt.

Abstract: This Article chronologically reviews the British gun control which precipitated the American Revolution: the 1774 import ban on firearms and gun powder; the 1774-75 confiscations of firearms and gun powder, from individuals and from local governments; and the use of violence to effectuate the confiscations. It was these events which changed a situation of rising political tension into a shooting war. Each of these British abuses provides insights into the scope of the modern Second Amendment.
From the events of 1774-75, we can discern that import restrictions or bans on firearms or ammunition are constitutionally suspect — at least …

In this paper we will examine the issue of ownership unbundling and forced divestiture remedies imposed in a series of recent competition law cases of the energy market - examined in other papers - in relation to the possible existence of a series of legal obstacles. These energy market decisions belong to a group of antitrust cases in which a structural divestiture remedy has been imposed under the provisions of Article 9 of Regulation 1/2003. The U.S. response to mass atrocity has followed a predictable pattern of disbelief, rationalization, evasion, and retrospective expressions of regret. The pattern is consistent enough that we should be skeptical of chalking up the United States’ failures solely to a shifting array of isolated historical contingencies, from post-Vietnam fatigue in the case of the Khmer Rouge to the Clinton administration’s recoil against humanitarian interventions after Somalia. It is implausible to suggest that the United States would have acted to mitigate or end mass atrocities but for the specific historical contingencies that happen to accompany each outbreak of violence. Formal Democracy, Structural Violence, And The Possibility Of "Perpetual Peace.", Andrew Pierce

In this paper, I revisit and evaluate Kant’s prerequisites for “perpetual peace,” including the claim, central to contemporary political rhetoric, that formal democracy produces peace. I argue that formal democracy alone is insufficient to address the kinds of deep-rooted structural violence that ultimately manifest in terrorism and other forms of direct violence. I claim that the attempt to eliminate structural violence, and so achieve real “perpetual peace,” requires a more substantive sort of democracy, of which the United States and the West remain poor examples. It requires a political critique that goes deeper than just the critique of state power …

Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. In particular, universities can facilitate this collaboration by fostering global innovation and diffusion networks.

This paper examines management contracts as a paradigm for the application of relational contracts theory and especially of the theory of contractual and relational norms. This theory, deriving from Macauley's implications, but structured and analysed by I.R. The offer of amnesty to militants in the Niger Delta region of Nigeria was premised on the assumption that it would engender an enabling environment for meaningful development of the area. This paper seeks to project into the problems that may likely jeopardize this assumption. It identifies the windows of opportunity for a lasting peace in the region but expresses doubts about positive change in the character of the Nigerian State. As privatized state, political actors exploit the state to pursue personal and parochial interests rather than implementation of policies aimed at improving the development of the Niger Delta area.

This paper undertakes a critical analysis of the 2007 Nigeria’s general elections, with emphasis on the ‘garrison’ process and its implications for the consolidation of democracy. It is argued that garrisoned electoral processes represent a powerful source of democratic instability that can threaten the consolidation of democracy. The paper illustrates these processes and concludes that much will, however, depend on how ‘winners’ and ‘losers’ manage their successes and failures, respectively.
