This report presents the results of a benefit cost analysis of various options for adapting West Cliff Drive (in the City of Santa Cruz, California) to sea level rise as identified through extensive technical analysis and community input. This report has built on previous work completed as part of the West Cliff Drive Adaptation and Management Plan project. The previous work products provided much of the information needed for this benefit cost analysis included an existing conditions inventory, future exposure and vulnerability assessment, and an adaptation alternatives analysis. Climate change is projected to have a devastating impact on the American coast, yet coastal communities and states have largely failed to prepare for projected impacts. This is in large part due to a lack of resources. This thesis analyzes innovative federal policy mechanisms that will address the current gap between actions and forecasted impacts, and will make U.S. coastal communities more resilient in the face of climate change.

Local municipal governments have a crucial role in helping communities adapt to climate change. Recognizing different levels of climate preparedness, this chapter analyzes what steps communities tend to follow when they move forward on climate adaptation, including prerequisites for planning and the selection of policies. Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure.
