Everyone’s Harvest (EH) is a 501(c)(3) non-profit that operates farmers’ markets. In order to reduce hunger in Monterey County, Everyone's Harvest offers several food assistance programs for low-income people including the Market Match (MM) incentive program which matches CalFresh money, modern day food stamps, dollar for dollar. The problem is that in Monterey County 1 in 4 adults and 1 in 3 children are food insecure. The purpose of the Food Navigator (FN) at EH is to engage with the local community and connect low-income people with food assistance resources, primarily the MM program. COVID-19 created an additional barrier for students who benefit from free school meals. While some schools attempted to provide alternative meal access points, many students lack adequate transportation. Thus, physical proximity to meal access points is particularly important during the pandemic. Taking into account both the “supply” and the “demand” for free meals, we employed a two-step floating catchment area analysis to analyze meal accessibility in St. Louis, MO. Overall, while meal access during the spring 2020 semester was substantially lower than the spring 2019 semester, meal access during the 2020 summer was substantially higher than the 2019 summer. The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.
