From Risk Perception To Readiness: Understanding Us Wildfire Preparedness Drivers, Dominic Kyei, William Donner, Arlett Sophia Lomeli, Dean Kyne

Background: Wildfires in the USA are becoming more frequent and severe as climate change and population growth expand exposure in fire-prone regions. Understanding the human dimensions of wildfire preparedness—particularly how individuals perceive risk, build awareness, and develop evacuation readiness—is critical for effective fire management.
Methods: This study examines cognitive, experiential, behavioral, and sociodemographic predictors of wildfire preparedness using the wildfire-specific subsample (n = 509) from the 2023 FEMA National Household Survey. Generalized structural equation modeling (GSEM) was used to analyze three key outcomes: readiness awareness, evacuation readiness, and perceived wildfire risk.

This thesis provides an aggregate assessment of arson and explosives incidents reported by the Bureau of Alcohol, Firearms, and Tobacco, from 2014 to 2024. This thesis is written to highlight trends, investigative outcomes, and evolving patterns of criminal activity. Analysis of the data reveals notable shifts in incident frequencies, data distributions, and case resolution rates. This suggests both emerging technologies and changing operational dynamics that have affected long-term trends in arson and explosive incidents. Variations in incident types and investigative outcomes underscore the interplay between law enforcement priorities, resource allocation, and reporting practices over the ten-year period. The Qualitative Report
This study explores the barriers and facilitators of integrating women into the firefighting workforce, with insights drawn from both women and men firefighters in South Australia. The research focuses on challenges and supports encountered during recruitment and long-term retention of women in this male-dominated field. Data were gathered through semi-structured interviews with paid (career) firefighters, with a thematic analysis applied to transcriptions. Key themes identified included occupational challenges (barriers) such as lack of diversity, perception of women as “diversity hires,” ill-fitting uniforms and equipment, unconscious bias, and the hypermasculine culture of the workplace. The accelerating inability of volunteer fire departments to attract new recruits presents the public sector with both above and below-the-line costs. Finding replacements for members aging out is the single greatest challenge that volunteer departments face. If this problem persists, the cost of replacing volunteers with paid staff would have a significant and negative impact on the tax base. Pay and benefits for professional staff (as well as capital costs associated with this conversion) would cause property taxes to escalate significantly in communities where volunteers have historically managed emergencies. There is a general assumption in disaster planning that emergency responders will respond for duty in any emergency or disaster. Role abandonment by medic-firefighters could impede an organization’s ability to effectively manage the impact of a disaster. This study investigated household preparedness and work-family conflict levels, identified as primary variables affecting ability and willingness to respond in the literature. The aim was to determine if these factors impacted the ability and willingness of medic-firefighters in a coastal Virginia fire department to respond during disaster scenarios. This study explores the United States federal government's Disaster Information Reporting System (DIRS), which is an instrument that is used during emergencies to gather information on what five communication avenues are not actively working at the time of the emergency or during the recovery process. The purpose of this thesis is to study how multiteam systems (MTS) are implicated in prescribed fire operations and enhance an interdisciplinary understanding of occupational demands in the industry to mitigate worsening environmental challenges. We study publicly accessible sources through a mixed-methods approach applying I/O psychology and discuss relevant literature. Land management plan documentation is reviewed to explore the structural and functional components of prescribed fire teams. We apply theory-driven coding to analyze prescribed fire incident documentation as we study MTS system processes and develop thematic findings. In the growing field of fire safety and preparedness, university dormitories are a prime location to observe unique residential circumstances that contribute to fire risk. This study will utilize survey responses from student housing residents from four universities to analyze if and how certain factors affect fire safety preparedness. Additionally, the results will be compared to existing literature to examine any gaps in research or contributions to current data. This study seeks to confirm that university housing is a higher risk category of residential fires because of student contributions and a lack of direct intervention to improve fire safety preparedness.

Dispatch centers serve multiple functions within a community, dependent on the resources it controls. Centers operating in PC function as the primary 911 answering point, using “call-takers” and “dispatchers” to triage emergencies and respond the appropriate resources. Call-takers are trained personnel who are hired to answer 911 calls from the community, and input valuable information into a computer-aided dispatch (CAD) system, that geolocates the emergency location and provides historical information of emergencies at a given location. Wildfire behavior predictions typically suffer from significant uncertainty. However, wildfire modeling uncertainties remain largely unquantified in the literature, mainly due to computing constraints. New multifidelity techniques provide a promising opportunity to overcome these limitations. Therefore, this paper explores the applicability of multifidelity approaches to wildland fire spread prediction problems. Using a canonical simulation scenario, we assessed the performance of control variates Monte-Carlo (MC) and multilevel MC strategies, achieving speedups of up to 100x in comparison to a standard MC method. Understanding residents' intended evacuation behaviors is an increasingly important component of managing complex wildfire events in the United States and elsewhere. Growing evidence suggests that local populations consider a range of potential evacuation behaviors during fire events, yet fewer efforts explore rural residents' evacuation intentions or their relationship to wildfire mitigations that reduce risk or aid in fire suppression. Using a UAS-mounted sensor to allow for a rapid response to areas that may be difficult to reach or potentially dangerous to human health can increase the situational awareness of first responders of an aircraft crash site through the remote detection, identification, and quantification of airborne hazardous materials. Unmanned aerial systems (UAS) have a range of applications within the field of disaster response. This presentation offers a novel framework of psychosocial considerations designed to advance UAS and disaster management integration. Social scientists highlight important challenges to the effective integration of three primary entities: UAS, the team of teams that responds to disasters, and populations affected by disasters.

The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. In 2017, 1.3 million fires in the U.S. caused 3,400 deaths, 14,600 injuries, and $23 billion in loss. Vulnerable populations are less resilient due to their lack of adequate access to financial, medical, and community resources as well as their propensity to reside in substandard housing. This plan studies the impacts of Richmond’s residential fires (2015-2017) on vulnerable communities within the city. Its purpose is to provide an understanding of where fires occurred in vulnerable communities and to recommend actions for prevention education.

Models of fire behavior and effects do not always make accurate predictions, and there is not enough systematically gathered data to validate them. To help advance fire behavior and fire effects model development, the Joint Fire Science Program is helping fund the RxCADRE, which is made up of scientists from the U.S. Forest Service and several universities who orchestrate and collect data on prescribed burns in the southeastern United States. The RxCADRE-prescribed burns are yielding a comprehensive dataset of fire behavior, fire effects, and smoke chemistry and dynamics, with measurements taken systematically at multiple, cascading scales.
