Black and brown communities are over-incarcerated and are much more likely than their white counterparts to be involved with the criminal justice system. Hundreds of thousands of incarcerated people are released each year and they face substantial barriers to reentry such as lack of employment opportunities, difficulty securing housing, accessing education, and just simply reintegrating back into society. This thesis aims to provide a sustainable irrigation alternative that could be easily adopted by farmers in the Mississippi Delta in order to improve water resource management. The Mississippi Alluvial Valley Aquifer, the groundwater system that lies under the Mississippi Delta, is being depleted at rapid rates due to industrial farming and unsustainable, outdated irrigation methods. This paper will look at one longstanding piece of legislation known as the Farm Bill, specifically the 2008 and 2014 versions, and the way the Commodity and Crop Insurance measures steer the industry. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness.
