This paper considers a 1996 Reformulated Gasoline program, where gasoline emissions were regulated in California, to observe the effects on infant health indicators. I use a cross-county analysis to find significant effects from the policy that suggests an improvement in birth weight, gestational length, and infant mortality.

Green Valley Community Garden in Brownsville, Brooklyn, is one of about a dozen gardens on land owned by the New York City Department of Housing Preservation and Development that are being uprooted by plans to build affordable housing. The gardeners are fighting back to prevent the garden’s destruction, saying that the food-producing green space is a source of healthy eating in a community with high rates of health problems, like diabetes and obesity. In this dissertation, I examine ways that the US National Environmental Policy Act of 1969 (NEPA) and its primary enforcement mechanism, the Environmental Impact Assessment (EIA) process, have reshaped the state as a site for racial and environmental conflict by institutionalizing a particular form of environmental justice within governmental decision making processes. Combining archival methods and legal analysis, I develop three case studies involving community struggles over the social production of space that each engage the EIA process to different effect. This dissertation consists of three essays related to my research on environmental policy, emissions leakage, and public policy. In the first essay, I address how open economies respond to environmental policy instruments under uncertainty. I develop a dynamic stochastic general equilibrium model for a small open economy (SOE) and evaluate the macroeconomic fluctuations in response to cap-and-trade, pollution tax, and emissions intensity standard under two shocks: productivity and terms of trade. My findings suggest that cap-and-trade policies are most effective in dampening the macroeconomic volatility from productivity shock. Between July, 2014 and July, 2015, the city piloted a program in which City-owned vacant lots could be sold for $1 to adjacent homeowners exclusively in the 15th Aldermanic District. The focus of this research was to determine the effectiveness of the $1 lot program in revitalizing the neighborhoods within that District. This thesis examines the process by which cultural value predispositions influence perceptions of risks and benefits of energy policies, specifically focusing on High Voltage Power Line (HVPL) installations and Hydraulic Fracturing (fracking). For HVPL installations I examine the role of (dis)trust in three groups associated with the HVPL debate – the government, environmental groups, and the energy industry – in determining risk and benefit perceptions of HVPL installation. Findings indicate that cultural value predispositions guide policy elites’ perceptions of trustworthiness. Although major whaling practices have ceased, increasing human involvement and influence in the world’s marine ecosystems continue to adversely effect global whale populations. It is a major concern throughout Antarctic waters, where endangered Oceania Humpback Whales (Megaptera novarangliae) annually feed. This study analyzes the extent to which a proposed marine protected area within the Ross Sea may indirectly harm the last remaining endangered population of Humpbacks. Using current satellite tracks of southern Humpback migrations, this model maps the effects of displaced Toothfish fisheries, and suggests further conservations efforts, based on New Zealand’s Precautionary Approach, to protect these vulnerable whales.

In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. The U.S. Environmental Protection Agency’s (EPA) Clean Air Scientific Advisory Committee (CASAC) was created in 1977 under section 109 of the Clean Air Act (CAA). The role of CASAC is to provide technical and scientific advice to the EPA Administrator on National Ambient Air Quality Standards (NAAQS), required under the CAA. The standards themselves and the science upon which the standards are established for the six “criteria” pollutants included in the NAAQS are reviewed periodically by CASAC. The committee also exists to bridge new research developments to current environmental requirements.

The study is based on analysis of available data, surveys administered to the coastal County Administrative Boards and municipalities, and interviews with the national oil spill experts.

Progressive religious leaders are playing an increasingly important role in the effort to combat climate change. Through a combination of unstructured in-depth interviews and primary source analysis, this thesis highlights nine U.S. religious leaders from various denominations of Christianity, Judaism and Islam who are actively involved in working on climate issues.
