Jakarta, a densely populated delta city and Indonesia's former capital undergoing post-relocation transformation, faces escalating climate change impacts, including land subsidence and tidal flooding. Annual subsidence rates of 5–25 cm in northern areas and recurrent tidal floods, including the December 2025 event, pose significant threats to urban sustainability and economic stability. This study employs a qualitative descriptive–analytic approach using a single-case study of Jakarta. Smart city initiatives are examined as governance instruments for climate resilience, drawing on secondary data from regulatory documents, real-time digital monitoring platforms, and global smart city performance indicators. Practitioners of Afro-Caribbean religions, including Santería, Vodou, Espiritismo, and Las 21 Divisiones, utilize the New York City Public Parks system to hold rituals, connect with spirits and ancestors, and dispose of religious remains leftover from trabajos (workings) and brujería (witchcraft). Utilizing photos from Van Cortlandt Park in the Bronx, my thesis considers the religious, political, social, and practical rationale behind this phenomenon, explores the rituals occurring, and provides policy suggestions that balance religious needs of practitioners with the safety and wellbeing of New York City’s parks.

Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. This report examins the extent of air pollution emissions resulting from the use of backup generators at data centers in Northern Virginia, including both actual current emissions and potential future emissions, and how those emissions totals compare to other sources of air pollution in the Northern Virginia region. It also examines how exposure to data center emissions correlates with demographic characteristics such as race, income, and education.

Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. The handling of municipal solid waste (MSW) in swiftly urbanizing Philippine cities poses intricate energy and governance challenges. In Baguio City, reliance on landfills has reached critical levels due to diminishing capacity, rising transport costs, and opposition to trash transfers by nearby LGUs. The corridor sits at the intersection of historical significance and present-day opportunity—bridging the old and new alignments of Route 66 while serving a diverse, working-class population. I examined the opportunities to enhance equity in energy performance, climate resilience, and environmental adaptation through climate-resilient envelope retrofitting and spatially guided implementation strategies (via mappings of the Urban Heat Island -UHI- and socio-economic vulnerability indicators). Passive envelope retrofits of attic insulation; high-performance windows; cool roofs; and green roofs / walls, are examined across multiple climate zones of California' aged single-family housing stock, focusing on the Disadvantaged Communities (DACs). Electricity demand is soaring in Virginia, driven largely by the state’s booming data center industry. As the country’s cheapest source of new electricity supply, utility-scale solar (USS) is crucial to meeting this growing need.
Virginia has become a leading state for utility-scale solar development, and USS is projected to provide a substantial percentage of Virginia’s future electricity supply.
Concerns about the impacts of solar development, particularly on farm and forest land, is among the factors leading some localities to reject USS local land-use permits, and/or adopt more restrictive permitting regimes.

Increasing flood losses in the Gulf of Mexico pose serious threats to resilience and insurability. The purpose of this study is to understand how scale, social vulnerability, risk and urban form relate to NFIP insurance coverage and flood exposure. Our multilevel models identify that flooding is significantly clustered by region and counties, especially shoreline counties. Our measures of risk suggest that the FEMA Special Flood Hazard Areas underestimates risk and exposure when compared with Flood Factor, and that there is some compensation in terms of insurance coverage, suggesting a pattern of adverse selection. Is Parking Cash-Out Worth It? Comparing Cost-Effectiveness And Climate And Equity Benefits In The Bay Area And South Coast Air Quality Management Districts, Fynnwin Prager, Tianjun Lu, Ashley Membere, Parveen Chhetri

This research explores the potential impacts of California parking cash-out policy changes on the Bay Area and LA County. Parking cash-out—a California law since 1992—requires that certain qualifying employers who subsidize employee parking offer employees the option to give up their parking space and receive cash instead. Studies show parking cash-out substantially reduces VMT and emissions, yet enforcement remains voluntary. Current policy covers few firms (<1%) and employees (around 11%) in the study regions. Policy reform to include companies with 20+ employees could increase this to 18%. Our experimental-design survey (n=963) explores behavioral changes in response to multiple policy variables and finds that 76.9% of employees would accept cash-out if offered, and that participants who had to pay the market rate for parking and were full-time commuters were more likely to switch to using public transportation at lower cash minimums. VMT related to employees covered by parking cash-out are substantial (5.6 million in the Bay Area; 5.7 million in LA County), and account for a combined 6,593 daily tons of GHG. As even limited adoption could have significant environmental benefits, parking cash-out would be a more cost-effective approach to reducing VMT than traditional TDM programs such as trip-reduction programs, workplace parking taxation, or transit subsidies and road diets, though further evidence on the direct influence of parking cash-out on commuter behavior is needed.

Urban neighborhoods with locations of environmental contamination, known as brownfields, impact entire neighborhoods, but corrective environmental remedial action on brownfields is often tracked on an individual property basis, neglecting the larger neighborhood-level impact. This study addresses this impact by examining spatial differences between brownfields with unmitigated environmental concerns (open site) and sites that are considered fully mitigated or closed in urban neighborhoods (closed site) on the US census tract scale in Wayne County, MI. Abstract
Water is the great connector. Water connects people, health, wellness, culture, spirituality, nature, and the economy. Clean, safe water (potable water) and sanitation were recognized over a decade ago by the United Nations General Assembly (UN) as a basic human right, and more recently the UN has also identified water sustainability and management as one of 17 sustainable development goals for all people in all countries. We are experiencing a climate crisis that must be confronted with strategic mitigation. Pomona College contributes to the climate crisis through its emissions for which there is a baseline record. However there is no baseline record of the climate mitigation currently performed by the trees on Pomona’s campus through carbon storage. This study seeks to determine a current baseline quantity of carbon stored and sequestrated by Pomona’s trees as well as possible courses of climate mitigation for Pomona College to take. This thesis explores different levels of governance and its role towards actualizing sustainable tourism in Patagonia. With the growing threat of climate change, international destinations such as Patagonia are looking to continue building their tourism industries in a sustainable way. Through analyzing case studies of national governance in Costa Rica, multi-national governance in the Nordic region, and community-based tourism in Thailand, we can better understand how each form of governance has the potential to create a sustainable tourism industry.
