The National Flood Insurance Program provides an incentive-based program, the Community Rating System (“CRS”), to encourage communities to improve their hazard mitigation protocols to better protect against and prevent flood-related hazards. This dissertation analyzes factors that influence participation and points scored within the CRS to gain an understanding of the conditions under which communities are willing and able to take advantage of an incentive-based flood hazard mitigation program. It also includes an analysis of survey responses from 41 coastal county floodplain and CRS managers to gauge their opinions on the CRS and how it can be improved to better serve …

The issue of Native American water rights and the sovereignty of their land on reservations is gaining increasing prominence, making it the focal point of this thesis as an environmental justice concern. Native Americans face disproportionate public health challenges related to water accessibility, contamination, sanitation, outdated infrastructure, and other social determinants of health. The legal framework that governs the coexistence of Native Americans in the United States is rooted in a settler colonial perspective. This Capstone interrogates the teleology of neoliberal community development – does investment in historically disinvested working-class urban neighborhoods inevitably lead to gentrification? Learning from the Better Neighborhoods, Same Neighbors Initiative (BNSN) in Deep East Oakland as a case study, the Capstone uses a Transformative Justice (TJ) framework to make the case for an ethical approach to community development: one in which working-class urban residents are the authors and architects of their own neighborhood’s future, community needs are centered, and long-term residents are able to continue to age-in place. Malnutrition, especially in the form of wasting, stunting, and obesity, is disproportionately harming the Indigenous communities in Malaysia. Under the current legal system, Indigenous people receive little to no recognition and protection. Their land is often appropriated by the oil palm and dam industries, resulting in higher incidences of malnutrition and poverty. In order to improve the nutritional status of Malaysia as a whole, potential policies and programs include food fortification, crop diversification, and social safety nets. For the most marginalized communities, indigeneity and land restitution are analyzed as avenues to improve their livelihood.

Groundwater is an essential water resource, accounting for about 40 percent of supply in California and 80 percent in the Central Coast hydrologic region, but significant monitoring data gaps have limited sustainable management efforts. Twenty-four basins within the Central Coast hydrologic region were identified as critically overdrafted in 2014. For this study, two basins were chosen based on differing sustainability concerns so that a comparative analysis could be performed on the groundwater monitoring methods. The goal of this thesis was to identify and analyze common characteristics that are shared by recovering species listed in the Endangered Species Act (ESA). NatureServe population data was used to determine which listed species were recovering, and a logistic regression analysis was performed to identify which aspects of the ESA most contribute to recovery. Of the 747 species tested, only 24% had a population that was stable or improving. Time listed and classification group were found to significantly influence recovery, and recovery plan presence and critical habitat designation also increase the odds of recovery. In this thesis, I conduct an economic and political analysis of California’s cap-and-trade program, the leading national (and international) example of a market-based strategy to reduce climate-warming greenhouse gas emissions. I evaluate the program on several economic and political measures of success, especially as contrasted with the performance of various regulatory policies that California also relies on to meet its emissions reduction targets. This research built on the work of Chi-Pei Fang who explored this issue in “Ability of the Bay Area Cities to Accommodate Plug-in Electric Vehicles: A Process Evaluation” (Fang, 2021). Fang recommended that follow-on projects focus on an individual city. This paper moved in that direction, but instead of focusing on a specific city in the California Bay Area, it focused on Santa Clara County (SCC) and the cities within. Additionally, this paper broadened the focus to include all zero-emissions vehicles (ZEVs), a category which not only includes electric vehicles (EVs) but also hydrogen fuel cell electric vehicles (FCEVs).

Is the Clean Vehicle Rebate Project (CVRP) program achieving its planned outcomes of accelerating the adoption of Zero-Emissions Vehicles (ZEVs) by low-income consumers in California? This research will evaluate what effect additional CVRP rebates provided to low-income consumers have on their adoptions of ZEVs. As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). Sculpting the Public Land Base in Northern Minnesota Counties: Past, Present and Future. This 3-article dissertation addresses the large public land base in the Arrowhead Region of Northern Minnesota. One fourth of all lands in the state are public lands, with the overwhelming majority located in the Arrowhead Region. These counties have anywhere from 30% to 92% public lands. The region relies heavily on a natural resource economy. Methodology for research includes secondary data analysis from several preexisting research projects and studies. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

An Evaluation Of California’S Continuously Appropriated Programs Funded Through Cap-And-Trade, Domingo Candelas

In 2006, the State of California passed AB 32, the Global Warming Solutions Act. Through this legislation, the state sought to reduce its carbon emissions to 1990 levels by 2020. The California Air Resources Board (CARB) was tasked with doing so and thus instituted the Cap-and-Trade program, a market-based mechanism to reduce emissions. Additionally, legislation has further directed funding on an annual basis for various continuously appropriated programs. This paper will examine the efficacy of those continuously appropriated programs and their legislative intent.
