Fine particulate matter (PM₂.₅) poses significant risks to human health and disproportionately affects marginalized communities in urban environments (World Health Organization [WHO], 2021; Tessum et al., 2021). Using low-cost mobile sensors, this study explored spatiotemporal PM₂.₅ concentration patterns along a north–south transect of Halsted Street in Chicago. A 2B Technologies Portable Aerosol Monitor (PAM) mounted on a bicycle was used to continuously record PM₂.₅ concentrations with associated GPS coordinates at approximately two-second intervals during 16 sampling events between 08-12-2025 and 10-05-2025. PM₂.₅ concentrations did not differ significantly among the South Side, West Loop, and North Side regions, contrary to the …

This study introduces a novel, diagnostic hazard-specific displacement risk index that integrates high-resolution hazard data with social vulnerability metrics and historical displacement records, uncovering overlooked compound risks in conflict areas and links between environmental stress and instability. Our methodology combines historical displacement records with environmental, demographic, and socioeconomic indicators to identify high-risk regions and quantify interactions between hazards and conflict across six major hazard types. Results reveal floods as the primary displacement driver, particularly in South Asia (Bangladesh, India, Pakistan) and Sub-Saharan Africa (Nigeria, Ethiopia), where dense populations in flood-prone areas intersect with low socioeconomic resilience. Droughts disproportionately impact arid …

Adaptation to sea-level rise confronts coastal communities worldwide with a new set of collective action problems that require collaboration. When does collaboration result in concrete action for adaptation? To address this question, we combine the Ecology of Games and Collaborative Governance frameworks using a comparative analysis of three coastal regions in the United States. We leverage original survey data from the San Francisco Bay Area in California (2018, N = 878), the Tri-County (Charleston) Area in South Carolina (2022, N = 152), and the Hampton Roads region in Virginia (2023, N = 153), three regions that differ in terms of …

The harmful effects of climate change have already arrived in cities and states across America, with disasters increasing markedly in recent years along with more gradual environmental changes like sea-level rise and drought. To protect populations and natural resources, significant funding will be necessary for preventative measures as well as disaster response.
At present, it is states and ordinary taxpayers who must shoulder the enormous costs and planning for climate adaptation. A number of state legislators, however, have recently proposed enacting new laws that would require the companies who have most profited from fossil fuel usage to assist in funding …
Flood Resilience Through Working-Land Conservation: Assessment Of Wetland Inundation Dynamics Across Wrp, Wma, Wpa, Padus And Crp Lands In Nebraska (2018–2024), Pranjay Joshi
Community and Regional Planning Program: Theses
This study first confirms whether Nebraska’s wetlands are still functioning hydrologically in ways that reduce flood impacts. Wetlands are known to lessen flood damage by storing water, slowing runoff, and moderating peak flows, but these benefits depend on the wetlands’ ability to maintain inundation and saturation through time. Many wetlands across the state have undergone drainage, hydrologic alteration, or isolation from surrounding watersheds, raising uncertainty about their present-day functioning. Using seven years of Sentinel-2 imagery processed in Google Earth Engine, this research establishes a clear, long-term record of inundation patterns across thousands of wetland parcels. This analysis verifies which wetlands …

The Strategic And Governance Implications Of Solar Radiation Modification: Perspectives From Delegates Of International Climate Negotiations, Todd L. Cherry, Steffen Kallbekken, David M. Mcevoy, Wai Yan Siu
ODU Articles
The lack of progress in addressing climate change has led to increased interest in solar radiation modification (SRM)—a collection of large-scale interventions that cool the planet by managing the amount of solar radiation that reaches the earth. SRM complicates climate change governance because, in addition to advancing collective action to reduce greenhouse gas emissions, governance needs to restrain unilateral SRM action while balancing diverging actor interests, ethical risks and scientific uncertainty. We survey international climate policy experts for their assessments of the potential for effective global governance of SRM and the likelihood of possible international responses to unilateral SRM scenarios. …

Coastal Flooding And Housing Market Liquidity: Policy Implications For Eastern U. S. Communities, Wai Yan Siu, Rex Sitti
ODU Articles
Coastal flooding poses an escalating threat to communities across the U.S East Coast, where rising sea levels and intensifying storms increasingly overwhelm existing infrastructure and natural defenses. These events generate complex economic consequences that extend beyond immediate property damage to affect community stability and long-term development patterns. The real estate industry in particular, faces increasing levels of flood risk. Existing research on climate risk and real estate markets focuses predominantly on price capitalization effects, overlooking the critical dimension of housing market liquidity. This study examines the causal impact of coastal flooding on days-on-market (DOM), a metric of liquidity in the …

Societal adaptation to rising sea levels requires robust projections of the Antarctic Ice Sheet's retreat, particularly due to ocean-driven basal melting of its fringing ice shelves. Recent advances in ocean models that simulate ice-shelf melting offer an opportunity to reduce uncertainties in ice–ocean interactions. Here, we compare several community-contributed, circum-Antarctic ocean simulations to highlight inter-model differences, evaluate agreement with satellite-derived melt rates, and examine underlying physical processes. All but one simulation use a melting formulation depending on both thermal driving (T⋆) and friction velocity (u⋆), which together represent the thermal and ocean current forcings at the …

In coastal urban areas, tidal flooding brings water carrying nutrients and particles back from land to estuarine and coastal waters. A statistical model to predict nutrient loads during tidal flooding events can help estimate nutrient loading from previous and future flooding events and adapt nutrient reduction strategies. We measured concentrations of dissolved inorganic nitrogen and phosphorus in floodwater at seven sentinel sites during 15 tidal flooding events from January 2019 to September 2020. The study area was the Lafayette River watershed in Norfolk, VA, USA, which is prone to tidal flooding and is predicted to experience more frequent and intense …

Nature-based Solutions (NbS) offer multifunctional approaches to address climate change and environmental challenges, providing a sustainable alternative to traditional gray infrastructure. Despite their promise, widespread adoption remains limited, in part due to an incomplete understanding of their full costs and benefits relative to conventional infrastructure. Traditional benefit–cost analyses often overlook non-monetized benefits and the interconnected ecosystem services provided by NbS. This study introduces a methodological approach to quantify both the physical and monetary value of ecosystem services and co-benefits delivered by an NbS project. We applied an integrated valuation framework to a case study in Virginia Beach, VA, USA, where …

Widespread anthropogenic activities pollute groundwater that eventually seeps out to the coastal ocean. Here, we resolve nutrient transformations and fluxes in 11 sandy subterranean estuaries (STEs) with contrasting nutrient sources and development trajectories. Coastal groundwater nitrogen pollution stems from sewage discharge and land use change. Anthropogenically derived groundwater nutrient fluxes with high N/P ratios (∼170) accounted for 22%–61% of riverine inputs into China's coastal waters, providing an additional source of nutrients that can fuel coastal eutrophication and algal blooms. Sandy STEs remarkably attenuated ∼84% of nitrogen pollution, minimizing the impact of submarine groundwater discharge (SGD) on coastal water quality. Hence, …

With climate extremes hitting nations across the globe, disproportionately burdening vulnerable developing countries, the prompt operation of the Loss and Damage fund is of paramount importance. As decisions on resource disbursement at the international level, and investment strategies at the national level, loom, the climate science community’s role in providing fair and effective evidence is crucial. Attribution science can provide useful information for decision makers, but both ethical implications and deep uncertainty cannot be ignored. Considering these aspects, we articulate a vision that integrates established attribution methods and multiple lines of evidence within a coherent logical framework.
