The wild blueberry is one of the major crops of Maine, with significant economic value and potential health benefits. Due to global climate change, drought impacts have been increasing significantly in recent years in the northeast region of the USA, causing significant economic losses in the agricultural sectors. It has been predicted to increase further in the future. Changing patterns of the elevated atmospheric temperatures, increased rainfall variabilities, and more frequent drought events have made the wild blueberry industry of Maine vulnerable, suggesting the adoption of novel approaches to mitigate the negative impacts of global climate changes. Over the past decade, researchers have become increasingly aware of the vital role stakeholder knowledge plays in understanding complex social and environmental problems. Incorporating stakeholder knowledge into understanding complex problems allows for greater awareness and identification of community needs and can help build partnerships to support the development of applied research. The rapid entry into force of the Paris Agreement reaffirmed, with certainty, that the international community would continue its efforts to mitigate greenhouse gas emissions and adapt to climate change impacts opening a new era of international cooperation on climate change. This thesis explores how both negotiations around climate change adaptation and adaptation project implementation have evolved in this post-Paris Agreement era (from adoption in December 2015 to present). Human dimensions of wildlife is an emerging discipline that seeks to understand the complex relationships between people, wildlife, and their conflicts and/or interactions (Decker, Riley, & Siemer, 2012). Human dimensions utilizes several tested theoretical frameworks to investigate these complexities, such as cognitive hierarchy theory and wildlife value orientations (WVOs). Both of these theoretical frameworks were examined in this study, which investigated the content of news media during controversial American black bear (Ursus americanus) hunting referenda in Maine, and key stakeholder perceptions of black bear management. Darwin’s theory of natural selection has played a central role in the development of the biological sciences, but evolution can also explain change in human culture. Institutions, mechanisms that govern behavior and social order, are important subjects of cultural evolution. Institutions can help stabilize cooperation, defined as behavior that benefits others, often at a personal cost. Cooperation is important for solving social dilemmas, scenarios in which the interests of the individual conflict with those of the group. Governing social-ecological systems, such as the urban water commons, is a multi-scale and multi-sector (polycentric) human-environment process. This dissertation interrogates this process by situating itself within the Ecology of Games Framework by Norton Long (and updated by Mark Lubell) and the literature on polycentric governance by the Bloomington School of Political Economy. The dissertation’s three essays 1) offer both theoretical and methodological means to enact polycentric public economies within the ecology of games framework, and 2) explicate the conditions under which interoganizational collaboration is fostered within a polycentric ecology of policy games in governing the Middle Rio Grande urban watershed. …

Grassroots Diplomacy And Vernacular Law: The Discourse Of Food Sovereignty In Maine, John Welton

This thesis studies the discourse of food sovereignty in Maine, a coalition of small-scale farmers, consumers, and citizens building an alternative food system based on a distributed form of production, processing, selling, purchasing, and consumption. This distribution occurs at the municipal level through the enactment of ordinances. Using critical-rhetorical field methods, I argue that the discourse of food sovereignty in Maine develops a ‘constitutive’ rhetoric that composes rural society through affective relationships. Advocates engage the industrial food system to both expose its systemic bias against small-scale farming and construct their own discourse of belonging. Based upon agrarian values such as …

Collaborative governance has received considerable attention in recent years. From environmental resource management to public safety, collaborative governance continues to play a vital role in regional problem solving. In spite of this increasing popularity previous attempts to model the political, economic, and demographic determinants of collaboration have in most cases produced inconsistent results, thereby undermining the ability to generalize from such findings. Additionally, our understanding of the relational patterns that emanate from collaborative agreements remains fairly rudimentary.
