In an area like the Rio Grande Valley of Texas with a majority population of unskilled Mexican-Americans who generally worked for another group in trouble, the farmer, there was bound to be a high rate of unemployment during the Great Depression of the 1930's. Franklin D. Roosevelt's administration responded to unemployment with the several New Deal public works acts in 1933. The question then arises: what effect would such acts have on a majority group in an area where the minority population had political power?

Dickey-Lincoln School Lakes Project

The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. Dickey-Lincoln School Lakes Project

Two dams are proposed on the St. John River in northern Maine: Dickey, a high earth filled dam immediately above the confluence of the Allagash with the St. John, will have an installed generating capacity of 760 MW; and Lincoln School Dam, 11 miles downstream, a capacity of 70 MW. These dams are scheduled for completion during the mid 1980's. The U.S. Corps of Engineers, New England Division, has been allocated funds to design the project and prepare their own environmental impact statement. The record book is a printed form book entitled, “Barrett’s Form of Soldiers’ Relief Record, Being a Record of Resident Indigent Union Soldiers, Sailors and Marines, and Wives, Widows and Minor Children of Same, Entitled to Relief under an Act passed March 16th, 1887.” Twelve pages record payments to `resident indigent Union soldiers, sailors and marines, and wives, widows and minor children of same. . .' This collection is composed of letters and postcards to Lillian from her brothers Donald and Darrell while they served and trained for WWI. Included in the collection are Lillian’s personal papers during her high school and early college years, such as programs, yearbooks, student publications, and grade reports. Also included are collected publications, clippings, and ephemera related to her brothers’ service in WWI.

It is uncertain how the folder of Clendenning letters written during WWI were added to the collection, but they are from Robert Clendenning (serving in the war) to his father on the home front.

This collection is composed of a typescript copy of a portion (pages 74-87) of “Autobiography of Dr. Thomas H. Barton, the self-made physician of Syracuse, Ohio, including a history of the Fourth Regt. West Va. Vol. Inf’y, with an account of Col. Lightburn’s Retreat” published by Charleston, West Virginia Printing Company in 1890. The document does not cover Barton’s personal life, and only discusses his time as a doctor for his regiment in the Civil War. The autobiography discusses military matters primarily but does go into details as to a physician’s life in the camps and treatment of wounds sustained …

The original accession record states that the book is the account book of the unit.
