The goal of this research study is to determine if aviation incidents and accidents due to deficiencies in English language proficiency have increased in the last 10 years based on data from the National Aeronautics and Space Administration (NASA) Aviation Safety Reporting System (ASRS). In addition, this study will determine whether deficiencies in English language proficiency have a significant impact on aviation safety. There are currently 184,636 student pilots according to the Federal Aviation Administration Airmen Certification System. This paper discusses some examples where human performance and or human error prediction was achieved by using a modified version of the Rasch model(1980), where the probability of a specified outcome is modelled as a logistic function of the difference between the person capacity and item difficulty.
