This essay examines the historical context that led to Pope John XXIII’s proposal for a global “public authority” in his April 11, 1963, encyclical letter, Pacem in Terris (Peace on Earth). The catalyst for this letter was the Cuban Missile Crisis that occurred between October 22 and October 29, 1962. Pope John offered to mediate that crisis, and President Kennedy and Premier Khrushchev agreed and eventually came to an agreement not only to end the crisis but also to negotiate a limited nuclear test ban treaty. Recent conflicts have emphasized the multidirectional linkages between the environment and conflicts and therefore peace and security. As the organ responsible for international peace and security issues, the UN Security Council has the mandate to tackle the environment- conflicts nexus. Although it has delivered several resolutions on a case-by-case basis, the UN Security Council has never included environmental protection through a thematic resolution. On 31 October 2000, United Nations Security Council Resolution (UNSCR) 1325, the first Women, Peace, and Security resolution, was adopted by the United Nations Security Council. The resolution mandated UN member states to increase women’s participation in decision-making in matters that relate to peace and security, particularly in conflict prevention, conflict resolution, peacebuilding, and post-conflict reconstruction. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

The United Nations is ill-equipped to prevent, much less end, intrastate conflicts. Today’s conflicts and an explosive mix of other interrelated causes—including violence, famine, extreme poverty, climate-related disasters and political oppression—have led to a global migration and population-displacement crisis. This article examines the intersection of conflict and migration. It presents the data on migrants, refugees, and internally displaced persons (IDPs) and exposes the rise of extreme nationalist tendencies in the West—in particular, Europe, where several measures to stem the flow of refugees have been imposed. While the amount of interstate war in the international system had declined by 2013, since then both intrastate and internationalized intrastate war has increased. In 2015 there are sixteen UN peacekeeping operations around the globe, involving about 130,000 military, police, and civilian personnel. Over the past seventy years, UN peacekeeping operations have evolved from simple buffer forces tasked with observing cease-fires and armistices to complex multidimensional operations in intrastate conflicts, involving peacebuilding in an increasingly dangerous environment.

The United Nations Security Council (UNSC)’s mandate gives it the unique authority to maintain international peace and security. Made up of ten nonpermanent rotating and five permanent Member States (P5), the UNSC gives this decision making power to less than eight percent of the Member States of the UN at a time, five of whom never change. In the aftermath of the NATO intervention in Libya, the responsibility to protect (RtoP) doctrine has received considerable blowback. Various states, most notably some of the ‘BRICS’ states (Brazil, Russia, India, China, and South Africa), claimed that NATO exceeded its mandate given to it by United Nations Security Council (UNSC) Resolution 1973 (by allegedly focusing on regime change rather than on the protection of civilians), was inappropriate in its target selection, violated the arms embargo by transferring arms to rebels, and generally caused too much harm to civilians and civilian infrastructure.1 It was also suggested that the UK, US, and …

With the UN High Commissioner for Refugees announcing early this year that the war in Syria may have claimed as many as 60,000 lives, two op-eds published late in 2012 usefully exemplify two contrasting frames that have thus far dominated international responses to the conflict—namely, the humanitarian frame and the geopolitical frame. Yet despite the apparent contrasts between these two frameworks, both reflect a similar contempt for the Syrian people and their right to self-determination. The Presidential Statement issued by the UN Security Council on August 3 condemning the widespread violation of human rights by Syrian authorities was hailed by some as signaling the collapse of the pro-Syrian "defiance coalition."

This "defiance coalition," comprised of the so-called "BRICs" (Brazil, Russia, India, China, and South Africa) along with Lebanon, did indeed relent, begrudgingly, to growing international pressure for action on Syria. However, whether a statement containing little actionable content signals the crumbling of defiance rather than a diplomatic maneuver as calculations are recalibrated in light of developments is another matter.

“The Case for Intervention in the Ivory Coast” reminded me of the discussion that my undergraduate students had during the previous academic term on the conundrums surrounding humanitarian intervention. They innately responded to the intense suffering of individuals and groups facing gross human rights violations and initially argued that inaction in the face of suffering cannot be justified on any grounds. However, with their international relations hats on, many of them soon realized that putting an end to such a state of affairs is not as easy or straightforward as they had hoped.
