The intervention of third-party mediators is often critical in the resolution of intrastate armed conflicts. Their success hinges on such factors as the mediator’s skill and perceived impartiality, the support of the United Nations Security Council and clarity of their mandate, the timing of their interventions (the ‘ripeness’ concept) and the involvement of civil society. The purpose of this research will be to assess the effectiveness of third-party interventions in the Bosnia and Herzegovina and Serbia, Libya, and Myanmar conflicts on the basis of these criteria. Since 1999, the protection of civilians (POC) has become central to UN peacekeeping, included in the mandates of most multidimensional missions. In 2009, the Security Council designated POC as a priority among mandated tasks, in part because of the assertion that protecting civilians creates conditions that are conducive to peace. Yet, to this point, there has not been a thorough examination of the relationship between the protection of civilians in conflict settings and the broader peace process. The purpose of this research is to identify the key differences between German and American refugee policies as they relate to the ability of each country’s native population to successfully integrate refugees into their society. This body of work looks specifically at the German and American Refugee Resettlement Programs submitted to the United Nations. As shown in this research, new legal policy that can fight systematic distrust and discrimination becomes achievable by identifying the practices that contribute to in- and out-group dynamics between host country and refugees. The United Nations (UN) has invested increasing levels of effort in recent decades to cultivate a more effective, diverse and democratic institutional culture via the inclusion of and interaction among international civil society organizations (CSOs) and nongovernmental organizations (NGOs) to supplement the traditional role of states as the primary transnational actors. The principle vehicle for the UN-civil society dynamic is the consultative status (CS) program within the Economic and Social Council (ECOSOC), wherein a diverse range of nearly 5,000 transnational organizations ostensibly participate.

In 1987, the United Nations released the Brundtland Report, which defined sustainable development as “development which meets the needs of the present without compromising the ability of future generations to meet their own needs.” While this definition provides a relatively stable theoretical base from which development economists and political scientists can begin to tackle issues surrounding sustainable development, the inherently amorphous nature of this definition has also created a fair amount of ambiguity in both the economic literature surrounding sustainable development and the subsequent attempts by economists to measure it.

This Article analyzes the development and dissemination of environmentally sound technologies that can address climate change. Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. In particular, universities can facilitate this collaboration by fostering global innovation and diffusion networks.
