The U.S. is the top spender in the world when it comes to foreign aid, sending billions of dollars around the world each year. There are many different goals and objectives that the U.S. government hopes to accomplish with their spending. This paper is structured as an extended literature review analyzing previous literature on the topic of U.S. foreign aid spending and the results of these funds around the world to test the effectiveness and efficiency. The Middle East region is inherently volatile and associated with radical religious behavior. Beginning in December of 2010, a Tunisian street vendor inspired a wave of revolutions and protests launched by the people of many Middle Eastern countries, demanding regime change and democratic ideals. This season of revolution, dubbed the Arab Spring, has been characterized as both a period of Enlightenment in the Arab world and a cause for concern for Western powers.

When violence first broke out in Tunisia in January 2011, few observers would have predicted that waves of unrest would engulf North Africa and the Arab world. When demonstrations swiftly spread to Algeria, Sudan, Egypt, Yemen, Bahrain, and Jordan, observers hastened to place bets on which regime would be the next to fall. Evaluating the foreign policies of presidents while they are in office or shortly after their tenure ends can sometimes lead to conclusions that prove to be unsound in the future. The case of Harry Truman exemplifies this. When he left office in 1952 his approval rating was in the 20 percentile range. This thesis discusses the role of pariah states vis-a-vis the nonproliferation regime. Specifically, the foreign policy of the Islamic Republic of Iran (IRI) is analyzed to determine, first, whether Iran is a pariah, second, the potential threat the IRI poses to the Persian Gulf region and third, the possible international responses that may be undertaken to address Iranian pariahtude in the nuclear field. Through the course of this thesis regimes are defined as a set of implicit and explicit rules, principles, norms, and decision-making procedures around which actor's expectations converge and which govern relations among states.
