President Xi Jinping's call for a "new type of great-power relationship" in meetings in 2013 with President Obama raises important questions about the future of US-China relations. On the surface, it appeared that the two leaders were on the same page. This dissertation poses a set of six questions about one of the Israel Lobby’s particular components, a Potential Christian Jewish coalition (PCJc) within American politics that advocates for Israeli sovereignty over “Judea and Samaria” (“the West Bank”). Defining Scavenger-Actors: Understanding A Global Menace, James Harrold

This article introduces a new international actor, the 'scavenger-actor', as a replacement for warlords and pirate gangs. The article first reviews literature on both piracy and warlordism in historical and modern contexts in order to provide a basis for its argument of a new definitional term encompassing both groups. A negative binomial regression model is then applied to data on pirate attacks and measurements of state health to show that piracy is as closely tied to state failure as is warlordism. The rise of large developing countries has led to considerable discussions of re-balancing global relations and giving greater priority to understanding South-South relations. This paper, in exploring the central ideas of Chinese and Brazilian foreign policy and the behavior of these two rising Southern countries toward Sub-Saharan Africa, argues that the English School of International Relations is well suited to understanding the intentions and actions that characterize South-South relations.

The current study is concerned with the role that transnational criminal organizations play in the ability of a small country, such as Jamaica, to govern itself effectively. Jamaica is identified as a major producer and distributor of cannabis, since the 1970s, and today plays an active role in other established illicit markets for cocaine and illegal weapons. Despite a long-term and continued involvement in U.S. funded drug trafficking and counterdrug programs, and the establishment of several anti-crime organizations within the country, Jamaica’s successes have been marginal. The importance of international organizations to the development and diffusion of international policy norms is widely recognized but is increasingly tempered by an appreciation of the pathologies of policy transfer. Using a case study of the OECD’s campaign to promote transparency in global tax affairs, this paper identifies a new and relatively distinctive form of dysfunctional policy transfer. Specifically it argues that international organizations face bureaucratic incentives to promote weak or lowest common denominator standards in order to maximize their prospects of brokering successful international agreements. Botswana has recently garnered analytic attention as an anomaly of the “resource curse” phenomenon. Worldwide, countries whose economies are highly skewed towards a dependence on the export of non-renewable natural resources such as oil, diamonds and uranium, have been among the most troubled, authoritarian, poverty-stricken and conflict-prone; a phenomenon widely regarded as the “resource curse". The resource curse explains the varying fortunes of countries based on their resource wealth, with resource-rich countries faring much worse than their resource-poor counterparts. The Egyptian Islamic Group’S Critique Of Al-Qaeda’S Interpretation Of Jihad, Paul Kamolnick

A specific branch of Islamic jurisprudence (fiqh al-jihad) regulates the waging of the jihad of the sword (jihad bis saif). In this article, a detailed exposition is presented of the Egyptian Islamic Group’s (IG; Al-Gama’a Al-Islamiyya) use of fiqh al jihad against Al-Qaeda. The present author’s ‘jihad-realist’ approach is first briefly described; the IG’s critique of AQ systematically outlined; and in conclusion, implications are derived for counter-radicalisation strategies.

Throughout its evolution, ASEAN has consistently maintained its attachment to the full respect of national sovereignty and the principle of non-interference in internal affairs, which translates into consensual decision-making, political rather than legally-binding agreements and the lack of sanctions for non-compliance. A major breakthrough in terms of institutionalisation came about with the signing of the ASEAN Charter of 2007, which has enhanced ASEAN’s standing as a rule-based organisation and approximated it somewhat to structures typical of the EU. Unfortunately, the persistence of consensual decision-making and non-confrontational habits has slowed down some of ASEAN’s integration projects and hindered the development of …

Patterns Of Anti-Muslim Violence In Burma: A Call For Accountability And Prevention, Andrea Gittleman, Marissa Brodney, Holly G. Atkinson

In this report, the authors documents how persecution of and violence against the Rohingya in Burma has spread to other Muslim communities throughout the country. Physicians for Human Rights conducted eight separate investigations in Burma and the surrounding region between 2004 and 2013. PHR’s most recent field research in early 2013 indicates a need for renewed attention to violence against minorities and impunity for such crimes. The findings presented in this report are based on investigations conducted in Burma over two separate visits for a combined 21-day period between March and May 2013.

Recent studies on the economic status of women in Miami-Dade County (MDC) reveal an alarming rate of economic insecurity and significant obstacles for women to achieve economic security. Consistent barriers to women’s economic security affect not only the health and wellbeing of women and their families, but also economic prospects for the community. A key study reveals in Miami-Dade County, “Thirty-nine percent of single female-headed families with at least one child are living at or below the federal poverty level” and “over half of working women do not earn adequate income to cover their basic necessities” (Brion 2009, 1). Military strategy was long described as atheoretical—an art that could only be fully comprehended by military genius. This contention is no longer held, as military staffs, comprised of experts and specialists, are able to formulate strategy aided by mini-theories of strategy and a process that takes advantage of collective wisdom rather than singular genius. But the mini-theories of strategy remain underdeveloped and an overarching theory of military strategy does not yet exist. Since the Heart of Darkness brought the cruelty of King Leopold’s rule of the Congo to the world’s attention, it has been viewed internationally as the locus ofinhumanity. My thesis examines how this perception has excused the role of neocolonial actors in furthering destabilization. After independence, the United States and Belgium, with the assistance of Mobutu Sese-Seko, exploited the nominally sovereign Congo. The weakening of the Congolese state has continued in recent years through a lack of accountability for international interventions brought about by bureaucratic secrecy, popular ignorance, and human rights rhetoric.

A False Start: The Role Of Ballistic Missile Defense In Us-Russian Relations, Matthew Elisha Dillon

In response to Iranian nuclear ambition the US and NATO have enacted a collective security initiative that will install Ballistic Missile Defense (BMD) technology throughout Europe. However, during an otherwise cooperative period in US-Russian relations (e.g., the Obama administration’s “Reset” and the New Strategic Arms Reduction Treaty or START), NATO’s posture in Eastern Europe has compelled Russia to likewise reinforce its defenses and develop measures to incapacitate opposing BMD systems. This research analyzes the political impacts of BMD on US-Russian relations, focusing particularly on NATO’s European Phased Adaptive Approach (EPAA) program--described above.

Private Soldiers In Africa: A Look At The Effects Of Private Military Contractors And Mercenaries On The Duration Of Civil Wars In Africa From 1960 To 2003., Seth H. Loven

This thesis examines the effect of private soldiers, both Mercenaries and Private Military Contractors (PMC), on the duration of civil wars in Africa from 1960 to 2003. Linear regression is used to determine if private soldiers increase or decrease the duration of civil wars. Ultimately it is found they have little to no statistical impact. This is contrary to the expectations of the theoretical literature on private military contractors, some of which expects private soldiers to profit from war and seek to lengthen duration, and some of which expects the use of additional private soldiers to shorten the duration of …

Deterring The Democratic People’S Republic Of Korea: The Role Of Japan’S Ballistic Missile Defense, Jonathan Trexel

This dissertation explores the role of Japan’s ballistic missile defense (BMD) program and its deterrent effect upon North Korean behavior. A mixed-methods approach is employed to analyze the topic. Empirical quantitative data included tabulated monthly cooperative-conflictual behavioral interaction between Japan and North Korea spanning a 22-year timeframe (1990-2011). In addition, a strategic profile developed from deterrence theory provided essential qualitative background to compliment the quantitative analysis. Japan’s BMD program was divided into four periods reflecting decision points or phases of program development. Results indicated varied BMD deterrence effectiveness, with two periods indicating Japan’s BMD program strengthened deterrence, one period indicating …
