Compliance and control of the Chilean armed forces, a powerful and politically influential organization, is critical to a healthy democracy in the country. The period of the transition to democracy, from the end of the 17-year military government in 1990 to the consolidation of a liberal democracy in 2010, was marked by tension and strained relations between Chilean military officers and civilian elected officials. Chilean civilian government officials – outside military circles – need to understand the reasons for military institutional resistance to identify constructive negotiation techniques. Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. During the confrontation between the Federal forces and the Chechen separatists, serious human rights violations occurred. Just as the United Nations (U.N.) was created in direct response to the human atrocities and international conflict of World War II, the International Monetary Fund (IMF) was created to help repair the decimation that was experienced by the developed nations that became involved in the war. While both organizations have seemingly similar objectives (i. e. , post-war reconstruction and creation of an environment for lasting peace), the Articles of Agreement of the IMF, however, contains no explicit mention of human rights.
