Salvadoran Archbishop Oscar Romero and Guatemalan Bishop Juan Gerardi were prominent defenders of human rights during the civil wars that characterized their two countries during the 1980s and 1990s. By their public proclamations and prophetic witness, they laid the foundation for the United Nations Truth Commission in El Salvador, the United Nations Commission for Historical Clarification in Guatemala, and the Recovery of the Historic Memory (REMHI) project in Guatemala. what extent are non-governmental organizations (NGOs) an effective tool in primary educational development in Central America? To address this concern, this project addressed the results of several months of research in Nicaragua, Guatemala, and at the U.S. NGO headquarters, where interviews with educators, NGO workers, and citizens were conducted regarding the role of NGOs in addressing educational concerns effectively. Interviewees included: Pueblo a Pueblo, Serving Orphans Worldwide, U.S. Agency for International Development, Let Girl’s Learn Program, and varied individuals connected with education or non-profit work in that region. Guatemala has, until today, struggled to achieve security and justice following the end of nearly half a century of civil war in 1996. One specific institution, the International Commission Against Impunity in Guatemala (CICIG), has been implemented to rectify many of the Guatemalan state’s difficulties in establishing and maintaining the rule of law. In this thesis, I look to better explain CICIG’s role in Guatemala relative to security and justice in a post-conflict setting: I define CICIG as an institution potentially capable of building societal trust, and I explain how the inclusion of procedural justice within transitional justice can help …

International Relations theory includes realist concepts of sovereign nation-states interacting in an anarchic world as they rationally determine their own national interests based upon ever-changing competition for power. In this interplay for power, nation-states may affect each other politically, economically, ideologically or militarily. This thesis focuses on effects of U.S. foreign policy and U.S. intervention in Guatemala in the time period surrounding the Guatemalan Revolution (1944-1954), with its "liberation" in 1954, and then into the early 1960s as the Guatemalan state began to be militarized.
