Examining Human Capital Capacity’S Influence On Human Development And Poverty Reduction In Sub-Saharan Africa, Theodore J. Davis Jr.

International Journal of African Development

The aim of this paper is to examine and expand our focus on human capital capacity building as a foundation for poverty reduction in Sub-Saharan Africa. The data showed significant differences in the human capital capacity building characteristics as measured by demographic, education and gender equality characteristics. In analyzing select human capital capacity building markers, the findings suggest that the educational indicators were among the strongest in explaining the variation in human development in Sub-Saharan Africa. The findings showed that gender inequality was a serious inhibitor of human development in Sub-Saharan Africa. Overall, the Sub-Saharan nations with the lowest level …

Russia’s use of cyber power against Ukraine offered renewed insight to Russian cyber strategy and capabilities. This article dissects the Russia-Ukraine conflict by analyzing Russia’s strategic doctrine, tactical maneuvers, and capabilities in the information realm. Understanding the Russia-Ukraine conflict in this manner can inform and strengthen U.S. cyber policy and strategy. In particular, U.S. strategic planners and cyber professionals should consider internalizing Russian strategic thinking regarding cyber power and promote tactical improvements in resilience, intelligence, and information among itself and its allies.

From the statements attributed to these officials, their comments demonstrate that they are on a campaign to disparage, denigrate, and thus create the impression that the Walter Rodney Commission of Inquiry did not accomplish anything of substance. Majority Rule: A Dysfunctional Polity Consensus: An Inclusive Democracy, Peter Emerson

Numerous electoral systems have been devised over the years but, in decision-making, many forums still rely on the same procedure that was used in ancient Greece: majority voting. Hence, majority rule. In many plural multi-ethnic and/or multi-religious societies, the effects have often been negative. This article considers voting procedures in three inter-related contexts: decision-making, elections, and governance. With regard to conflicts in Northern Ireland, the Balkans, and Ukraine, it shows, both in decision-making and in elections, how simplistic win-or-lose ballots have exacerbated tensions. And it then suggests a more inclusive polity in which win-win voting systems might help to alleviate …

John Stuart Mill’s “A Few Words on Non-Intervention” (1859) considers both the “sacred duties” owed to the independence and nationality of states and the possible exceptions to the general rule of non-intervention. Dictablanda is a volume of essays examining three main forms of power in post-revolutionary Mexico: political, cultural, and material power. That is, the scope of powers that rose-up and matured between 1938 and 1968. The study is located at mid-twentieth century when the revolutionary effervescence fizzled out and conservative-reactionary politics matured.
