Global development literature has focused on creating theoretical frameworks to understand and manage human capital flows. This thesis examines the economic reforms undertaken by Poland and the Czech Republic during the 1990s transition period. It seeks to ultimately differentiate reform quality between the Czech Republic and Poland in terms of well-being. The basis of reform success is determined using a quality of life scale that spans economic, health, and environmental indicators. Reform quality is then assessed based on improvements in well-being, instead of high-level economic metrics that often evaluate in a manner that fails to capture individual citizen sentiment. Given transboundary air pollution in the EPJ region is not confined to the U.S.-Mexico border, it is important to implement a transnational response that accounts for the health and safety of everyone, including marginalized communities in EPJ. This study provides the first analysis of the politics and ethics behind carbon taxation in South Africa and Mexico. Using the preexisting scholarly frameworks of climate change policy, tax policy, and Robert Putnam’s two level games, I determine that in both cases, international pressures from multilateral negotiations and international development funding sources initiated the carbon tax policymaking process within the environment and treasury ministries of both countries. Once environment ministry bureaucrats initiated the carbon tax a lack of politicization of climate change (both countries) and an additional gain of raising revenue (Mexico) allowed the taxes to become law. Using Putnam’s two-level game showcases how the domestic political context of each country impacts their international policies. In sum, when considering the findings of all three chapters of this thesis cumulatively, several implications are worth noting in regards to the relationship between environmental policy and economic competitiveness. First, the notion that adopting stringent environmental standards will impede on a state's ability to remain economically competitive was shown to be the exception, rather than the rule in all of the cases surveyed in this thesis.
