Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Losing access to these resources would have significant adverse economic, …

In recent years, tensions have escalated between actors in the South China Sea, one of which is the Association for Southeast Asian Nations (ASEAN), the region’s primary intergovernmental organization. The purpose of this report is to determine the effectiveness of ASEAN in resolving the South China Sea disputes and to clarify how geopolitical factors have impacted the organization’s actions. Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. This dissertation argues that the major theories of global justice (specifically within the cosmopolitan tradition) have missed an important aspect of capitalism in their attempts to deal with the most pernicious effects of the global economic system. This is not merely a left critique of cosmopolitanism (though it is certainly that as well), but its fundamental contribution is that it applies the insights of Frankfurt School Critical Theorist Theodor Adorno’s negative dialectics to offer an internal critique of cosmopolitanism. In February of 2017, Western Washington University (WWU) and Northwest Indian College (NWIC) hosted a two-day symposium titled, “The Changing Environment and the Columbia River Treaty.” The purpose of the symposium was to develop public awareness and inform treaty negotiators from the U.S. and diplomats from Canada on key issues to address when modernizing the Treaty. This event brought together tribal and First Nations leaders, representatives from government and private industry, non-governmental organizations and academics to discuss the modernization of the Columbia River Treaty (CRT).

In 2013, the BPRI launched a long-term study to analyze the behavior of Canadians crossing the border to shop in Northwest Washington by counting the percentage of Canadian license plates in specified shopping locations along the Interstate 5 corridor. Our “license plate survey” includes data collected over the course of 6 weeks (3 days per week), for a total of 18 survey days in 2013 and 2016. In a series of recent disputes arising under the TBT Agreement, the Appellate Body has interpreted Article 2.1 to provide that discriminatory and trade-distortive regulation could be permissible if based upon a “legitimate regulatory distinction.” In its recent compliance decision in the US-Tuna II dispute, the AB reaffirmed its view that regulatory distinctions embedded in the U.S. dolphin-safe tuna labeling regime were not legitimate because they were not sufficiently calibrated to the risks to dolphins associated with different tuna fishing conditions. Globalization theorists show how downward pressure to compete and/or

save costs in global markets will lead producers and consumers to source

goods and services in the cheapest and most efficient manner. However, in

certain sectors, such as the defense industry, security concerns and politics

can overshadow economic logic when it comes to making procurement

decisions. These political and security concerns keep the U.S. defense

industry from using the most cost-effective supply chains and

manufacturing centers, whereas in Europe, post-Cold War socioeconomic

and political realities allowed for more transnational cooperation on
