In this paper, we will analyse the issue of concurrence between competition and sector rules and the relation between parallel concepts within the two different legal frameworks. As the People's Republic of China shifts toward a more market-oriented economic system, it has also begun exploring another Western institution: scientific public opinion polling. As Yang Guansan, one of China's leading pollsters, said recently in the Beijing Review: "Only five or six years ago, the public opinion poll was considered to be a 'bourgeois' or 'capitalist' method of social survey ... Now the taboo has been swept away in the strong tide of reform, which is challenging all of China's traditions, stereotypes and prejudices."

"The Story Of Good Citizenship: Framing Recycling In The Context Of Duty-Based And Engaged Citizenship", Donna Lybecker, Mark Mcbeth, Kacee Garner

Recent studies have explored the dimensions of duty-based versus engaged citizenship. These studies assert that individuals differ on the question of "what is a good citizen." Young individuals, in particular, are more likely to follow an engaged citizen view of citizenship. Engaged citizens are more participatory, global, and committed to social justice more than their duty-based counterparts. In this article we examine, with an innovative methodology and merging of citizenship and framing literature, the potential effects of increased engaged citizenship on policy issues. Political independence of the central bank is considered to bring financial stability to a nation and therefore to foster economic growth by providing safe investment environments. However, granting a central bank autonomy is politically contentious because of the implications such independence will entail for politicians in terms of their ability to influence monetary policy. This chapter analyzes central bank independence in words and in deeds. The first part discusses the existing literature on central bank independence and problems associated with its measurement. As the number of regional integration organizations increases, the attention to case selection in small-N qualitative analysis becomes more necessary in order to avoid selection biases that could produce results with doubtful generalizations. This paper addresses the problem of selecting cases and offers solutions to potential pitfalls in research. First we examine various research designs in qualitative methods and discuss the problems of selecting observations on the dependent variable. We next discuss the operational definition of regions. This chapter asks whether the European Union Member States are ready for inward Foreign Direct Investment from the Emerging Markets. It concludes that European Union Member States have relatively open Foreign Direct Investment regimes in the international context, and yet instances of protectionism have been apparent in the recent period. However, protectionism has occurred both vis-a-vis Foreign Direct Investment from the Global South as well as from within the European Union, particularly in the so-called 'strategic' industries.

The State Of Nature: Chinese Sage Kings, Hobbes, And Challenge Of Comparative Political Thought, Jon D. Carlson

This paper contributes to the growing interest in comparative political theory by examining hypothetical antecedents in both Chinese and Western political thought and how these thought experiments impact conceptions of ‘good government’ and political behavior. A fundamental starting point in Western thought is the ‘state of nature’, commonly characterized by competing visions provided by Hobbes and Rousseau. From each, one derives assumptions about the purpose of politics, society, and appropriate behavior with regard to government. Similarly, reference to the “Sage Kings” of Chinese antiquity plays a comparable role in classical Chinese political philosophy. The reference invokes an idealized hypothetical past, …
