How Do Governments Combat Jihad Online?, Noah Cook

Since the September 11th, 2001 attacks, jihadist groups like ISIS, al-Qaeda, and al-Shabaab have used the internet as a tool for recruitment, radicalization, and propaganda dissemination. Since then, governments, non-governmental organizations, and private companies have developed strategies to combat jihadism on the internet. This paper examines how these actors have worked to mitigate the digital jihadist footprint and its effects by analyzing three main approaches to countering violent Islamist extremism on the internet: counter narrative initiatives, awareness-raising programs, and content removals. This thesis evaluates whether the Russo Ukrainian war represents a revolution in military affairs (RMA) by testing Stephen Biddle’s "modern system" theory of battlefield outcomes against recent combat operations. Applying Biddle’s formal model to the 2023 Ukrainian offensive in Zaporizhia, the thesis finds that the offensive's failure conforms closely to Biddle’s causal logic, with force employment variables drawn from 20th century combat sufficient to account for the outcome. Biddle's model in military power argues that force employment has explained victory and defeat since World War I, rather than technology or numerical preponderance alone. Constructivist theory provides a framework for understanding United States foreign policy toward the Dominican Republic during the U.S. occupation (1916-1924), the rise and consolidation of Rafael Leónidas Trujillo’s dictatorship, and the regime’s eventual political isolation during the Cold War. This thesis argues that U.S. foreign policy was shaped by identity narratives and political culture, also identified through historically constructed understandings and the repeated performance of legitimacy and order. By situating U.S.-Dominican Republic relations within broader debates in international relations theory, this thesis highlights the explanatory value of constructivism in understanding the evolution and contradictions of U.S. policy in Latin America. …

This thesis examines the impact of how British colonial rule led to the decline of Irish cultural components, such as Gaelic (Gaeilge), and how postcolonial revival efforts have shaped Ireland’s modern identity and its use of soft power in international relations. Drawing on mobilization and postcolonial theories, this paper defines key concepts, mobilization, remobilization, and postcolonial identity, to provide an analytical foundation. The analysis explores how colonial policies eroded Irish culture and language, intensified by the Great Famine, and how the Irish Diaspora serves as a global network for remobilizing Irish identity abroad. Lily Kong argues that while force remains essential to deter aggression and manage worst-case scenarios, military strength may prevent defeat, but it rarely produces legitimacy. When hard power dominates the strategic imagination, volatility rises and markets suffer. Soft power – the ability to influence countries through persuasion, attraction and legitimacy – has become a strategic asset, she writes. The late Andrew Linklater (1949-2023) has been considered one of the most influential scholars within the field of International Relations. This was the result of his innovative synthesis into the field, with others, of the historical sociology of Norbert Elias (1897- 1990), work that addressed the long-term figuration processes of societies. This synthesis was enriched with the insights of the English School of International Relations, as devised by Martin Wight (1913-1972) and Hedley Bull (1932-1985), scholars who analyzed the many and differing interlocking networks and connections amongst geopolitical actors on the world stage. In this paper, I investigate the relationship between the total number of international organizations a state is involved in and its military expenditures as a percentage of GDP. Utilizing both qualitative and quantitative analysis, I find support for my hypothesis that the more international organizations a state is a member of, the less a state will expend on its military. Qualitatively, I focus on the three main theories of international relations (realism, liberalism, and constructivism) to construct a theoretical foundation for my paper. This dissertation develops and validates the Security Environment Index (SEI), a multidimensional, empirically grounded framework to assess the political and military effects of U.S. security assistance—specifically Foreign Military Financing (FMF) and International Military Education and Training (IMET)—on partner nations. Drawing from the need for more robust monitoring and evaluation (M&E) frameworks in the security assistance space, this study addresses a longstanding gap in how policymakers measure the outcomes of military aid. The SEI consolidates publicly available indicators into a cohesive structure capable of capturing both internal and external changes in the recipient nation’s security environment.

One consequence of the 2022 Russian invasion of Ukraine was the German Chancellor’s declaration of a turning point in his country’s foreign policy. Although Germany is a loyal liberal democracy, it is noted for its staunch efforts to mediate between its Western friends, especially its NATO allies, and Russia. However, the ongoing Russo-Ukrainian war has become emblematic of the persistent cooling of relations between these factions. This historical moment has thus called into question the efficacy of certain longstanding aspects of German foreign policy, including its attempts at mediation. Academic scholarship on populism in the digital age, thus far, has focused heavily on radicalization, social reorganization, and other ways the internet and social media facilitate the rise of populist movements, rather than the impacts of the internet on the actual desires of the citizenry. This paper examines the ways in which small states can engage larger actors using cyber- attacks. Since the end of both World Wars, small states have increased in both numbers and relevance, with strong international institutions and norms against military aggression allowing small states to gain legitimacy by the very act of participating in the international system. The relationship between Spain and Latin America demands critical attention, not only due to its colonial past but also in light of shifting global power structures and growing generational demands for accountability from historically oppressive states. This study takes its form in a literature review to synthesize the evolving postcolonial dynamic between Spain and the Latin American region—whose long-run development and capacity for economic independence have been fundamentally shaped by colonization. Why has there been a dramatic increase in gang violence in Ecuador beginning in 2020? Cities like Guayaquil and Duran in the coastal region of Ecuador, as well as the border region that Ecuador shares with Colombia have experienced significant increases in criminal activity and with it a rise in criminal violence. I review four hypotheses for why criminal violence has emerged and proliferated within Ecuador. Analysis of primary interviews with subject matter experts in Ecuador shows that the rise in violence resulted from the 2007 efforts to reintegrate gangs into society, which set the stage for fragmentation of gangs …

Who speaks for the state is a critical question in international relations. Statements by government representatives have normative force—capable of binding the state in numerous ways, from norm formation to staking out a litigation position. Governments choose their representatives carefully, and typically vet positions and even statements in advance. Indeed, the stability of international relations hinges on the assumption that state representatives act with governmental authority. The stakes of disputes over who speaks for the state are thus high.

This paper examines the escalation of military expenditures in Europe in response to the ongoing Russia-Ukraine conflict, through the lens of the security dilemma. The security dilemma, a fundamental concept in international relations, describes how the defensive actions of one state can provoke perceptions of threat among others, potentially leading to an arms race.
