In just 30 years microfinance has transformed from a credit-based rural development scheme that has claimed to reduce poverty and empower poor women, to a $70 billion financial industry. In the process, the traditional NGO-led model has given way to commercialized institutions, resulting in an increased emphasis on profitmaking. This has also led to confusion in the sector around its mission: is it to alleviate poverty and empower poor women or simply to provide the "unbanked" with access to formal sources of finance? President Xi Jinping's call for a "new type of great-power relationship" in meetings in 2013 with President Obama raises important questions about the future of US-China relations. On the surface, it appeared that the two leaders were on the same page. At the June summit, Obama agreed with Xi that "working together cooperatively" and bringing US-China relations "to a new level" were sound ideas. Latina and Latino political participation in the 2012 election reached new heights, proving to be a significant factor in the electoral outcomes of several battleground states and ultimately the reelection of President Obama. Both Latinas and Latinos played pivotal roles in the 2012 election, increasing their share of the national electorate and their support for President Obama over 2008 election levels. In the end, President Obama received 71 percent of the Latina/o vote (compared with 27 percent for Mitt Romney), surpassing all previous presidential candidates with the exception of Bill Clinton, who garnered 72 percent of the Latina/o vote in …

This dissertation examines the effect of external actors, including foreign investors, the home governments of foreign investors, and international organizations: IOs), on leadership survival in resource rich countries. According to the existing literature, resource rich countries care less about external reputation and have a higher level of political risks for foreign investors, so, theoretically, they would tend to nationalize the resource sectors, especially in the presence of resource nationalism. In reality, however, resource rich countries cooperate closely with foreign actors and join IOs that constrain themselves. The Confucius Institutes are Chinese government-backed nonprofit organizations that promote Chinese language and culture. They are housed on collegiate campuses and designed to complement Chinese language and cultural studies by providing teachers, curriculums, textbooks and other educational materials. Their establishment has been a source of controversy, especially in the United States, due to the institutes’ close ties with and the financial, administrative, and political support they receive from the Chinese government. This article examines the political and social forces surrounding the April 23, 2010 passage of Arizona’s stringent immigration enforcement measure, Senate Bill (S.B.) 1070, which empowered local law enforcement to demand proof of legal residency from any person suspected of being undocumented. A person’s failure to produce documentation would result in arrest, detention, investigation, and potentially deportation to his or her nation of origin. The works of John Rawls manifest a deep concern with developing a stable, well-ordered society that is built on a reciprocal understanding of justice. In Rawlsian thought, however, the very forms of power that Rawls seeks to ameliorate are recreated in more pernicious forms, as they are ubiquitous, rather than localized in the person of a sovereign. This paper explores the history of technology and government by analyzing the longstanding partisan advantage Democrats have had in the Silicon Valley and other tech hubs. Additionally, this paper seeks out opportunities for bipartisanship, specifically in the legislative realms of tech privacy and immigration reform. Constituencies, committee assignments, fundraising and other environmental factors can help determine a politician's level of interest in tech issues. Specifically, upon analyzing these factors, bipartisanship appears to be more likely in privacy reform than in immigration reform.

Deliberative democracy offers a distinctive and appealing conception of political life, but is it one that might be called into service to guide actual reform of existing election law? This possibility seems remote because election law and deliberative democracy are built around different priorities and theoretical premises. A foundational area of disagreement lies in the treatment of majorities. Election law is structured, at both the legislative and constitutional levels, so as to privilege majorities and systematically to magnify their power, whereas deliberative democracy aims at privileging minorities (or at least de-privileging majorities). This paper builds on a dialogue between barrio planners and municipal planners on spatial and economic changes in San Francisco’s Mission District. The Mission is a predominantly Latino neighborhood with vibrant streets that have reflected and been transformed by the investments and displacement of recent decades. Though the Mission has seen tremendous upheaval with the influx of new capital and communities, this paper contends that efforts of community members shaped the development of the neighborhood with street-level planning expertise. The Violent Overthrow Of Personalist Regimes Compared To The Peaceful Collapse Of Single Party Regimes, Victoria Austin

Personalist regimes tend to be violently overthrown while single party states tend to nonviolently collapse from within. This paper analyzes Libya under Qaddafi as a personalist regime, and USSR under Gorbachev as a single party state, and seeks to ascertain through case studies and process tracing the reasons for the violent overthrow of personalist regimes compared to the peaceful collapse of single party regimes. Both regime types create the problems that result in their downfall, and both kinds of downfall are accelerated by the public appearance of weakness.

The Politics Of Denying Communion To Catholic Elected Officials, William D. Blake, Amanda Friesen

In his 2004 presidential campaign, John Kerry, a Catholic, was threatened with being denied Holy Communion because of his pro-choice voting record. This article investigates the extent to which communion denial impacted Catholic elected officials and analyzes public attitudes regarding communion denial for Kerry. The results of our analysis suggest that, despite heavy media coverage, few bishops endorsed the communion denial and few pro-choice Catholic officials were threatened. While the data also indicate there are meaningful political implications for public attitudes on communion denial, the tactic does not command support from many Catholics.
