The rapid proliferation of armed drones around the globe has sparked a debate on their benefits and their tradeoffs. Through a traditional security perspective, drones are the ideal weapon of the future: incredible technological capabilities lend tactical advantages to any military that owns drones. They allow actors to strike at enemy combatants without no risk to their own troops and minimal risk to any civilian bystanders. Giving To Get: A Neorealist Explanation Of Japan’S Foreign Aid Program, Tiana Steverson Pugh

Many countries use aid as a political tool, but Japan is unique in that foreign aid is one of its most important foreign policy tools. Drawing from literature on donor motivations for aid-giving, this paper argues that the neo-realist view of aid-giving offers the best explanation for why Japan provides aid. More specifically, Japan’s aid-giving is motivated by its pursuit of economic and strategic goals. This underlying motive for aid-giving necessarily impacts how Japan provides aid and how it uses aid to respond to human rights violations in recipient countries.

Burning Bridges: American Security Assistance And Human Rights In Mauritania, Isabel Wade

This paper examines the intersection between human rights and security assistance in Mauritania. In American security assistance broadly, and within the Trans-Sahara Counterterrorism Partnership specifically, there has been an over-securitization of “whole of government” counterterrorism policy. While the United States recognizes the need to address the social, economic, and political roots of extremism, it has failed to do so in practice. If the United States continues to support Mauritania with conventional security assistance but does not tackle the root causes of extremism, it will ultimately fail in fighting terrorism in the Sahel. The People’S Republic Of China’S Stance On Human Rights In Selected Crises, Brian T. Kopczynski

This paper examines China’s policy towards human rights internationally with the intent of discerning real support for human rights. It compares China’s responses to two cases of mass human rights violations (the Darfur and Israel-Palestine conflicts) in which it has a serious interest (energy in particular). It finds that China treats human rights self-interestedly, but also has some support for them when its interests are not at stake.
