Beyond The Legal Black Hole: Hyper-Legality, Deferral, And Detention In Northeast Syria, Grace T. Harmon

This thesis examines the detention of suspected ISIS affiliates and their family members held in facilities administered by the Kurdish-led authorities in North-East Syria. Thousands of foreign nationals remain detained without trial, without repatriation, and in conditions widely criticized as inhumane. Existing scholarship and political discourse often describe these facilities as legal voids, limbo, or black holes where law has broken down or ceased to apply. This thesis challenges that characterization. Rather than existing outside the law, the facilities are governed through overlapping frameworks of international humanitarian law, international human rights law, counterterrorism security resolutions, and domestic laws. Why do states continue to sign compacts and reaffirm responsibility-sharing, even as protection burdens fall increasingly on the Global South? This thesis argues that this concentration is a direct result of, rather than an exception to, international cooperation. It introduces the concept of "selective cooperation" to explain how states maintain formal commitments to protection while repurposing cooperation: shifting it from a remedial tool designed to assist burdened hosts to one focused on containment and preventing arrivals. Three mechanisms facilitate this shift: donor retrenchment, resettlement contraction, and externalization, with each mechanism closing gaps left by the others. This move might be explained by leadership strategic vision, domestic constraints, and geopolitical global and regional dynamics. This has led to the creation of the concept of “Arctic Exceptionalism” (Heininen 2019: 226). Currently, the Arctic is becoming strategically important. This thesis examines the 2007 Israeli bombing on Syria's Al-Kibar nuclear reactor through the lens of securitization theory, concluding that intelligence served as crucial audiences in legitimizing the operation. Building on the Copenhagen School's paradigm, which defines securitization as the process by which actors build issues as existential threats necessitating extreme measures, this study fills a critical theoretical gap: the underdeveloped role of the audience. While classic formulations focus on public approval, this study suggests a more sophisticated notion of the Political Intelligence Audience: intelligence agencies that validate and operationalize securitization moves. This exploratory study examines how Arab social media content creators impacted the international public perception of the 2023 Gaza war through English-language content. The research is conducted through semi-structured interviews with 19 participants: 4 Arab social media content creators and 15 English-speaking university students (13 American citizens and 2 international students studying in American universities). Through these semi-structured qualitative interviews, the research investigates the agenda-setting capabilities of social media during conflicts and identifies effective cross-cultural communication strategies. This study examines how the 2025 suspension of the United States Agency for International Development (USAID) transformed the arena of U.S. foreign-aid diplomacy by eliminating the agency’s operational capacity and erasing its digital presence, thereby redistributing discursive authority across a fragmented communicative field. The research aims to determine how diplomacy adapts when a bilateral institution central to American soft power is dismantled through top-down decision, and whether discursive power exercised online can extend institutional relevance and legitimacy beyond structural collapse. This thesis explores the tragedy of incommensurability between indigenous rights and international human rights law. Despite the emergence of frameworks like the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), indigenous calls for sovereignty remain fundamentally unintelligible within a liberal order structured to preserve settler-state legitimacy. Tracing the historical and theoretical evolution of indigenous advocacy, this study critiques the strategic shift from demands for self-determination to claims of cultural rights. It argues that this shift offers no real alternative: self-determination and cultural rights are functionally equivalent, as both are ultimately filtered through legal and political frameworks that cannot …

The reasons for the emergence of ethnic violence are a much-debated and controversial topic. It remains relevant in a world with increasingly heterogeneous nation-states. This article investigates the causes of ethnic violence in Yugoslavia by analyzing the history of the republic from its post-WWII formation to the beginning of its breakup in 1991. The paper uses a qualitative examination of the causes and consequences of economic and political policies to understand the mechanisms by which ethnic heterogeneity is transmitted into violence. Why do some rebel groups successfully establish stable and sustainable states after civil wars, while others fail? Angola and the Democratic Republic of the Congo are two African countries that experienced long and bloody civil wars. Despite the commonalities, the two cases strongly diverged in the political outcomes after civil war. Angola successfully made the transition to stability and prosperity, while the DRC slipped back into violence. How did the Inqaz regime survive a civil war, economic crises, mass upheavals, and political stagnation for thirty years? This question guides the study’s analysis of the survival of one of the MENA’s most resilient authoritarian regimes. Authoritarian durability is an adaptive risk-taking process of implementing politically costly plans to survive in power. This research investigates authoritarian survival through power-sharing reforms and coup-proofing tactics. The study highlights the role of the autocratic ruling coalition in maintaining regime durability and argues that intra-elite dynamics are key to understanding an autocrat’s exit without a clear successor. This thesis examines how Gulf Cooperation Council (GCC) Sovereign Wealth Funds (SWFs) prioritize and implement investment strategies in the context of national development and geopolitical dynamics. Using a qualitative case study approach, it analyzes the assets, key industries, leadership, and historical evolution of major GCC SWFs (ADIA, Mubadala, ADQ, QIA, and PIF) based on publicly made available information.
