The Journal of Social Encounters
The Journal of Social Encounters mourns the loss, and celebrates the life, of the much-loved Bishop Paride Taban. We thank our authors below for sharing their reflections on him. In his memory, we also re-print an essay about him by Alberto Eisman Torres, A Beacon of Hope in a Troubled Context: Sketches of the Life of Mons. Paride Taban, Shepherd and Bridge-builder, an essay in our special collection on Peace Bishops. I was blessed to know Bisop Taban, and would see him in Nairobi and in Minnesota. One of his associates was a student of mine at the Catholic …

Pacem In Terris: Historical Context & The Call For Global Governance, Joseph J. Fahey
The Journal of Social Encounters
This essay examines the historical context that led to Pope John XXIII’s proposal for a global “public authority” in his April 11, 1963, encyclical letter, Pacem in Terris (Peace on Earth). The catalyst for this letter was the Cuban Missile Crisis that occurred between October 22 and October 29, 1962. Pope John offered to mediate that crisis, and President Kennedy and Premier Khrushchev agreed and eventually came to an agreement not only to end the crisis but also to negotiate a limited nuclear test ban treaty. In the last year of his life, a time for him …

Subsidiarity: A Central Principle For Justice, Peace, And Sustainability In Mining, Caesar A. Montevecchio
Subsidiarity: A Central Principle For Justice, Peace, And Sustainability In Mining, Caesar A. Montevecchio
The Journal of Social Encounters
The Catholic social teaching principle of subsidiarity states that problems should be dealt with at the lowest level possible, but the highest level necessary. It attempts to create structures of social power that can best protect the dignity of individuals and families and promote their human flourishing. In the case of mining, subsidiarity would say that the communities impacted by mining need to be centered and empowered to the greatest extent possible, but that the national, regional, and/or global nature of the issues at stake, like climate change, violent conflict, or economic justice, mean that community goals and decisions need …

Extractivism And Conflict: Comparative Study Of Serbia And The Drc, Borislava Manojlovic, Espoir Kabanga
The Journal of Social Encounters
This study explores how populations in Serbia and the DRC have been affected by and responded to natural resource extraction. Specifically, protests and other activist engagement were examined by surveying social movements’ participants from civil society and academia. Both qualitative and quantitative methods of inquiry were used. Data was collected from multiple sources, including academic and online sources pertaining to the topic of extractivism, and a survey of 71 participants. The results indicate that both Congolese and Serbian participants have grave concerns about extractivism and its impact on the environment, peace, stability, health, and well-being but differ in their ability …

An Angry Shepherd: Sudanese Bishop Macram Max Gassis, John Ashworth
The Journal of Social Encounters
Bishop Macram Max Gassis is a near-legendary figure in Sudan since he first spoke out against human rights abuses in his country before a committee of the US Congress in 1988. Targeted by the Islamist military dictatorship which ruled Sudan for thirty years, for protesting enslavement, religious oppression, forced starvation and mass murder in Sudan, he lives in exile, bringing help and hope to his persecuted people.
This essay is condensed from the 2021 book by the same author with the same title.

Women Count For Peace And Security: A Story Of Collaboration In The Philippines, Jasmin Nario-Galace
The Journal of Social Encounters
On 31 October 2000, United Nations Security Council Resolution (UNSCR) 1325, the first Women, Peace, and Security resolution, was adopted by the United Nations Security Council. The resolution mandated UN member states to increase women’s participation in decision-making in matters that relate to peace and security, particularly in conflict prevention, conflict resolution, peacebuilding, and post-conflict reconstruction. Years after its adoption, however, implementation was slow and scattered and hardly changed the invisibility and marginalization of women in decision-making on matters of peace and security, where women have a unique perspective on keeping and making peace and have a historical tradition of …

Amani Mashinani Conflict Transformation Model: Bishop Korir’S Legacy On Peace And Reconciliation, Elias O. Opongo, S.J
The Journal of Social Encounters
This chapter is about the story of the late Bishop Cornelius Kipng’eno Arap Korir who stood up for peace and reconciliation in the midst of numerous interethnic conflicts. Bishop Korir, who was then the bishop of the Catholic Diocese of Eldoret, lived the experience of inter-ethnic violence between the Marakwet, Pokot, Kikuyu, and the Kalenjin communities. As a person from the Kalenjin ethnic community, he had to learn to distant himself from the abrasive political rhetoric and violent actions and embrace the path of the Gospel of Jesus instead. He started what he called Amani Mashinani (Kiswahili for 'peace at …

Bishop Korir is credited for developing a grassroots peacebuilding model popularly known as Amani Mashinani (Peace at the Grassroots) which brings together warring communities to collectively participate in activities geared at promoting peace. In this context, grassroots peacebuilding is understood in the same vein as locally led peacebuilding which is “an approach in which the people involved in, and most affected by, violent conflict work together to create and enact their …

We Create The Path By Walking: The Involvement Of Small Christian Communities (Sccs) In Peacebuilding In Eastern Africa, Father Joseph Healey
The Journal of Social Encounters
Small Christian Communities (SCCs), a key pastoral priority of the Catholic Bishops in the Association of Episcopal Conferences in Eastern Africa (AMECEA), officially started in major ecclesial meetings in 1973 and 1976. The SCCs in the AMECEA region have been evolving in response to the developments in the region – they “create the path by walking” and are becoming more involved in peacebuilding activities. A recent study on the SCCs finds that there are over 180,000 SCCs in the nine countries of the AMECEA region. An estimated 45,000 SCCs are spread throughout Kenya’s 26 Catholic dioceses. This essay discusses the …

China And Africa’S Peace And Security Agenda: The Burgeoning Appetite, Oita Etyang, Simon Oswan Panyako
Journal of African Conflicts and Peace Studies
China and Africa have had contacts since time immemorial. It is, however, in the last two decades that China vastly increased its engagement with Africa, following the first Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) that took place in 2000 and the Beijing Summit held in 2006. China has skillfully utilized its international strategy of multipolarity and non-interference to champion its economic interests as well as its hegemonic quest. It is undeniable that China has heavily invested in Africa through Foreign Direct Investments (FDI), and infrastructure development. China has also increased its appetite on matters peace and security. …

Hostage At The Table By George Kohlrieser: A Critical Book Review, Bimal Dahal, Muhammad Ilyas, Erika Krajcovicova, Myriam Marcuello-Lopez, Abdulah Saleh, Shadi Sheikh Saraf
Journal of Interdisciplinary Conflict Science
Being a hostage impedes. One must strive to get out of the hostage mindset and situation to realize peace. This review analyzes George Kohlrieser's approaches from peacebuilding perspective.
George Kohlrieser is a professor of leadership and organizational behavior, psychologist, and veteran hostage negotiator. In his book Hostage at the Table, he contends that conflict resolution is not difficult if we understand how human self-esteem operates. He believes that deep within humans reside slumbering powers that most of us do not even activate. These latent powers can revolutionize our lives if aroused and put into action.

Democratic Peace Theory As Applied To Europe And The Middle East, Patrick G. Rear
Global Tides
Peace has been the goal of many leaders throughout history, and recent democratic movements in the Middle East have made the first steps toward a democratic peace in the region. This paper compares the European experience of Germany and France in the transition to democracy with the recent developments in the Middle East through November 2012. The impact of democratic revolution in Egypt is compared with the government established in Iraq following the U.S. invasion. Already, notable changes can be seen in the bilateral relations between Egypt and Israel, and between Iraq and Iran, which this paper attempts to evaluate …

From Retribution To Reconciliation, From Spoiler To Peace Envoy, Christine Bell
Human Rights & Human Welfare
Is there a tension between justice and peace? That debate I leave to my co-panelists, because the most interesting and important thing about this month's centerpiece, without a doubt, is not its well-judged (if slightly ill-informed) take on the ICC, but the name of the author at its end.

Establishing Governmental Legitimacy In Iraq: The Path To Protecting Human Rights, Matt Mines
Human Rights & Human Welfare
Rule of law is essential for ensuring the protection of human rights in post-conflict societies. Contention and disagreements, however, often arise regarding the best ways to establish rule of law in a reconstructive state. It is a vital prerequisite to rule of law that a government be viewed as legitimate. Following an armed conflict, the restoration of basic services and infrastructure is essential for instilling confidence that the government is legitimate and is capable of providing for the needs of the local populace. The essential services include water, electricity, and security on a consistent basis. In order to ensure ongoing …

Human Rights & Human Welfare
In January 2007, on the 15th anniversary of the signing of the peace accords that ended 12 years of civil war and grave human rights violations in El Salvador, UN Secretary General Ban Ki-moon praised El Salvador as a model for other countries emerging from conflict: “The groundbreaking accords signed in Mexico City in January 1992 not only set El Salvador on a new course. They also provided precedents and experiences that continue to inspire others who are striving to rebuild their societies following conflict. And they continue to be a point of reference for the United Nations, as we …

Justice After War: Sri Lanka And The Rights And Duties Of A Vanquisher, William Paul Simmons
Human Rights & Human Welfare
Human rights scholars, attorneys, and activists will deservedly focus on the human rights abuses committed by the Sri Lankan military as the decades - long civil war against the Tamil Tigers came to a crushing end this past spring. The military’s brutality, especially its failure to discriminate combatants from non-combatants, should be investigated by both domestic and transnational institutions. It remains to be seen whether such wanton disregard for civilian collateral damage will become the norm for regimes embroiled in civil wars and present yet another realpolitik threat to humanitarian law, or will Sri Lanka and other regimes face accountability …

Moving Beyond Conflict In Sri Lanka: The Economic Rights Dimension, Shareen Hertel
Human Rights & Human Welfare
Much of the literature on transitional justice underplays the role of economic rights in shoring up peace. The case of Sri Lanka demonstrates the urgency of addressing them. Until a month ago, Sri Lanka was the country with Asia’s longest running civil war. Since independence in 1947, the island nation has been wracked by conflict between the Sinhalese majority and the Tamil minority—a conflict that has eroded political stability and aggravated internal inequalities. The struggle was marked not only by inter-ethnic and religious tensions but also by a fight for control over land and resources.

Human Rights & Human Welfare
The road ahead for Sri Lanka is certainly not easy. Although the government has declared that the LTTE ( Liberation Tigers of Tamil Eelam) has been defeated, this “victory” has come at a high cost for civilian lives and democratic values. Decades of instability and violence have given rise to deep rooted and sustained human rights violations. Thousands of Sri Lankans have been displaced, killed or wounded, and are malnourished and traumatized after months of extended fighting between the two sides.
