The Kingdom of Hawai’i was annexed by the United States of America in 1898 and was given statehood in 1959. Prior to its annexation, the Kingdom of Hawai’i had a legitimate functioning government with sovereign recognition from many in the international arena, including the United States, as early as 1840. This article analyzes current and past definitions of the state and sovereignty, as well as precedence from international law, to determine if the United States violated the sovereignty of the Kingdom of Hawai’i before and during the annexation process. This course is an introduction to the structures, policies and current political issues of the European Union (EU). The focus will be on the institutions and policies of the EU as overarching integration project in Europe and its impact on the member states. This course examines the policymaking structures and functions of EU institutions, transitions and integration with particular attention to political cultures and the tension with national politics in Europe. The course will include a combination of lecture and discussions as well as some interactive learning exercises.

Revisiting State Failure: Developing A Causal Model Of State Failure Based Upon Theoretical Insight, Tiffiany O. Howard

Developing a theoretically driven causal model of state failure is necessary if scholars are committed to improving the predictive power and forecasting ability of early warning models of state failure. Building upon the work of the State Failure Project(1) and earlier statistical models of state failure(2), this study develops a causal model of state failure that is based upon a theoretical foundation that satisfies the parsimonious condition that policy forecasting models typically rely upon. The statistical model of state failure developed for this analysis extends the work of previous models by developing an alternative definition and measurement of state failure …
