The international community has developed guidelines and standards for the maintenance of water and sanitation (WASH) in states from the end of the 20th century to present and have often been criticized for their lack of contextual adaptations in the standards that states are expected to implement universally. The research explored how international standards on WASH have applied decolonized methods of interventions to guide the development of culturally relevant national policies. This paper examines the phenomenon of aid fragmentation and donor proliferation in Uganda. As the development cooperation landscape has become increasingly complex in recent years, there is significant interest in examining how this complexity, also called fragmentation, affects development outcomes in recipient countries. Specifically, this paper sets out to understand the driving forces behind aid fragmentation in Uganda, the recent trends in fragmentation and coordination, and potential pathways forward to address the problem.

This paper seeks to explore the relationships held between international non-governmental organizations, primarily based in the West, and Moroccan NGOs. The existing literature on the topic explores the ways in which international NGOs can both benefit and harm domestic NGOs, which seek to fix issues not thoroughly addressed and solved by the state or by the market, such as issues of gender-based violence, female education, and lack of rural healthcare. A surge of academic criticism has followed the NGO corporatization trend (‘NGOization’) of the 1980s. NGOs have been called an extension of neoliberal ideology as they are pressured to depoliticize and corporatize their structures. In eastern Nepal, a territory historically known as Limbuwan, the Limbu people make up just under 400,000. Historically, this region and its people were accompanied by the practice of kipat, a system of land tenure and management as well as one of community and cultural governance. In 2021 (1964) the Land Act formally ended the practice of the kipat system and transferred all lands to the state held raikar form of tenure. Home to the indigenous Thakali ethnic group, the region was made accessible by motor vehicle via the Jomsom-Beni road just ten years ago. While before the road transportation of fresh apples was nearly impossible, necessitating the production of dried apples and apple brandy, now farmers make a lucrative profit off of high demand throughout the country. This paper explores how participatory monitoring & evaluation can be a powerful tool for giving voices to marginalized communities, ensuring that the voices of beneficiaries and local stakeholders are heard and inform sustainable project design. It analyzes a participatory monitoring and evaluation methodology implemented for women’s credit cooperatives in Gujarat, India by the Human Development & Research Centre, and examines lessons to be learned to design evaluations facilitating inclusive development.

A literature review is presented drawing from a variety of experts and practitioners who discuss their knowledge and experience with participatory monitoring and evaluation (PM&E). The findings suggest that the broader participation of stakeholders further enhances the quality and credibility of monitoring and evaluation (M&E). Collaboration and engagement between implementors and beneficiaries enhances the sustainability of program outcomes after the program’s involvement ends. Recommendations are made about how participation could be incorporated into the implementation of an M&E system for Women Thrive Worldwide. Additional resources to facilitate the development of a PM&E system are offered.

Though the 1999 war that liberated Kosovo from Serbian control is over fifteen years in the past, memories of the 1990s still remain in a state of chaos. This paper approaches the development of these collective memories through interviews with Prishtina residents about the memories and legacy of Ibrahim Rugova’s parallel structures in the 1990s. Though they draw from similar narratives as memories of the Kosovo Liberation Army’s armed resistance, memories of the nonviolent resistance play a vastly different and largely underrepresented role in current Kosovar Albanian public discourse. In the State of South Carolina (SC), African American male adolescents disproportionately face disciplinary action in public schools and other institutions. In 2013, South Carolina’s Department of Juvenile Justice (SCDJJ) released data that listed Black male children comprising 57% of all juvenile referrals in the state. This disproportionate trend is also present in South Carolina’s correctional system. In 2013, South Carolina’s Department of Corrections (SCDOC) reported that out of 20,777 male prisoners, 13,631 were Black.
