Puerto Rico: State Formation In A Colonial Context, Pedro Caban
Latin American, Caribbean, and U.S. Latino Studies Faculty Scholarship
This article examines U.S. Puerto Rico relations during the American century through the prism of the colonial state and identifies eight periods of fundamental political and economic change that altered the conduct of U.S. colonial practice in Puerto Rico. These periods witnessed the emergence, ascendancy and decline of local political coalitions that competed for control of the control state. The coalitions articulated distinct economic projects and pursued different strategies to resolve Puerto Rico's status as an unincorporated territorial possession. Each period was also marked by insular economic restructuring precipitated by shifts in U.S. fiscal policies and changes in the economy, …

The literary work can develop an internal identity as a particular mark. Several African writers incorporate into their novels indications of culture that derive from verbal arts. This method gives to the writing a particular aesthetic in between two cultures, creating in the writing an individuality of certain writers such as Ahmadou Kourouma. For him the question is not only to distort the French language to express his Malinke identity, but also to develop a method of incipit that belongs to verbal art.

En attendant le vote des betes sauvages can be read as a discursive analysis of the problematic of the ruling class identity. In reality, who are the African rulers whose poor governance has pushed the continent to the brink of bankruptcy? Everything can be traced back to that childhood which, in the case of this elite, has resulted in paralysis. Analysis uncovers failed childhood immobilized in an ideology of servitude.

Critics have often tended to show how Ahmadou Kourouma has expressed the disillusionment of the African "suns of the independences," ''tropicalized" the French language by bending its syntax to fit that of Malinke, and produced novels for "occidental importation" on the basis of oral texts. It becomes clear that Ahmadou Kourouma's literary work is marked by the predominance of authentically African techniques of expression (semantax). With this in mind, the present study tries to analyse its linguistic manifestations as techniques of aesthetic creativity and of the enrichment of the French language through the writing of novels. This is why we have serialized and described the expressive neologies in the corpus of our study while pointing out their stylistic effects: the Negro-African imagery. Ahmadou Koruouma's fiction transcends the traditional limits of the novelistic genre. This explains, in part, the irritation of both the French and the African establishments following the appearance of his first novel, Les soleils des independances, in which both writing and language enhance the subversive effect. The banning and subsequent disappearance of Kourouma's play, Tougnatigui ou le Diseur de verite and the dramatic adaptations of his first two novels call for an appreciation of his entire work from a dramaturgical perspective. Ahmadou Kourouma's novel Allah n'est pas oblige belongs to the rich literary vein of texts, both autobiographical and fictitious, that are written in French, for adults, portraying children. This novel stands out however through the young narrator's humor as well as through the tragic nature of its topic: child-soldiers. This article analyzes the humor, presenting it as the only possible and thus the "obliged" mode of narrating and reading the atrocities of recent tribal wars in Liberia and Sierra Leone.

A study of President John F. Kennedy's policy toward the Middle East illustrates the agency and unexpected power wielded by so-called "third world" countries during the Cold War era. In spite of careful planning in Washington, Middle East leaders often manipulated and directed Kennedy's approach to the region. Regional actors used American fears of Communism to gain increased financial aid, military support, and influence in the United Nations. Although seeming to submit to Western pressures in exchange for such support, these leaders played both superpowers against each other and shaped policy according to local needs. Like Deja Vu All Over Again: The Hungarian Parliamentary Elections Of 2002, Kenneth Benoit

On 7 and 21 April 2002, Hungary went to the polls to vote in its fourth competitive election since the transition to a multi-party system in 1989. Voting took place in two rounds, first on 7 April in 176 single-member districts and 20 proportional list districts, and then on 21 April in a run-off in the 131 single-member districts that had not yielded a majority candidate in the first round. The result was a surprise to nearly everyone. First, surpassing all expectations, turnout exceeded 70 per cent of the registered electorate, higher than in any previous election in Hungary. Second, …

BACKGROUND. Singapore Chinese have experienced a rapid transition toward a pattern of disease in which lifestyle-related, chronic, degenerative diseases are major public health concerns. The rates of colorectal carcinoma have increased 2-fold over the last 3 decades. It has long been known that dietary factors play a role in the risk of this disease, although studies in Asian populations, with their unique dietary intake, have been few.METHODS. The authors conducted a population-based case-control study that included 121 Chinese patients with colorectal carcinoma and 222 healthy control participants who provided information on usual intake of major food groups in the preceding …

In an effort to become an industrialized country, Taiwan, the Republic of China (ROC) has relied heavily on technology transfers and investment from abroad. The Taiwanese government adopted a heavy-handed policy of regulating investments made by foreigners and overseas Chinese in 1954. These policies include the Foreigner Investment Act (FIA) and the Overseas Chinese Investment Act (OCIA), which require all foreigners and overseas Chinese to obtain the Ministry of Economic Affairs (MOEA) approval prior to making any investments.1 Such investments may also be in the form of patents, trademarks, copyright, know-how, and other intellectual property (IP).2 In 1962, the Technology …

Job Reallocation And Productivity Growth Under Alternative Economic Systems And Policies: Evidence From The Soviet Transition, J. David Brown, John S. Earle

How do economic policies and institutions affect job reallocation processes and their consequences for productivity growth? This paper studies the extreme case of economic system change and alternative transitional policies in the former Soviet Republics of Russia and Ukraine. Exploiting annual industrial census data from 1985 to 2000, we find that Soviet Russia displayed job flow behavior quite different from market economies, with very low rates of job reallocation that bore little relationship to relative productivity across firms and sectors. Since liberalization began, the pace, heterogeneity, and productivity effects of job flows have increased substantially. The increases occurred more quickly …

This paper examines the debate on the East Asian model of economic development in light of the different approaches undertaken by different groups of countries (economies) in Northeast Asia and Southeast Asia. The common strengths and weaknesses shared by the East Asian countries (economies) have helped to reinforce the misconception that there is a single East Asian model of economic development. There are, however, significant differences in economic structures as well as development experiences among the East Asian economies, especially between the economic development paradigms of Southeast Asia and Northeast Asia. This paper provides an overview of the venture capital industry, and its development in Asia and Singapore. Venture capital plays an important role in innovation and economic growth. Indeed, the resurgence of the United States as a technology leader is intimately linked to the success of Silicon Valley. As Singapore enters the next phase of economic development, the creation of internal engines of growth is an urgent task. The Singapore government has done much to provide an environment for entrepreneurship to thrive. Its success at replicating the Silicon Valley culture will be important for Singapore’s future economic success.

This Trends article discusses and evaluates public discourse surrounding the acceptability of militarily invading Iraq through a social psychological perspective. In social psychology, the research tradition for constructs such as free-riding and social loafing suggests that, wittingly or unwittingly, many political actors assume that the United States will act to address actual political threats in a certain way, and that they (the other political actors) can adopt contrarian ideological stances because they don’t have to address those same threats.

The Great Plains is home to a range of economic experiences, yet little research has focused on the roles that poor people and poverty have played in society. Constantly, though, the ghost of Tom Joad, John Steinbeck's protagonist in The Grapes of Wrath, has reminded us of the status of the contemporary poor while also embodying the potential for social change. Climate change models predict that ecotones, which are boundaries between two biomes, are likely to be the first place we see the effects of climate change. However, very little baseline data exist for these areas and their current community structure. In order to better understand the community dynamics of an ecotonal forest, a 2.2 ha 60- year-old upland forest in northeastern Kansas was monitored for 10 years. This oak-hickory forest at the ecotone with the tallgrass prairie biome is growing more slowly than other forests of similar species composition farther east, possibly due to lower levels of available soil moisture …
