Strip transects located along roads are commonly used to estimate waterfowl populations and characterize associated wetland habitat. We used data collected in May and early June, 1995, on forty-five 40-km² plots in North Dakota to evaluate bias of 800-m and 400-m wide roadside transects for sampling wetlands relative to a larger (40-km²) scale and to compare duck abundance at the two widths. Densities of all basins combined and of seasonal basins considered alone were biased high for both transect widths, but mean bias did not differ from zero for temporary or semipermanent basins. This study examines the impact of structural adjustment policy (SAP) on the welfare of Zimbabweans, particularly women and children and draws some parallels with economic policy in the US and its effect on social welfare programs and the poor. The paper argues that economic structural adjustment programs (ESAPs), introduced by the World Bank and the International Monetary Fund as major international financial institutions in economic globalization, have been an inappropriate public policy for Zimbabwe. Travel brochures to the island of Puerto Rico aptly profess the rich variation in skin color and other phenotypes among its people. Following acts of domination vis-a-vis the island's cultural mores, invading colonizers evolved a social hierarchy to discourage any notions of merit attributable to racial diversity. According to the data herewith, the presumption of a relationship between skin color and selected values for skin color ideals is plausible. Patriarchy And Pragmatism: Ideological Contradictions In State Policies, Lily Kong, Jasmine S. Chan

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. We are aware that patriarchy does not stand or fall by state policies alone, but the following article illustrates how such policies can limit the space for negotiation …

The debate between Hans-Georg Gadamer and Jürgen Habermas provides a fresh perspective from which Confucian philosophy may be approached. In this paper, focusing on the Lunyu (Analects), I argue that the sayings of Confucius reflect an essentially 'conservative' orientation, finding in tradition a reservoir of insight and truth. There is a critical dimension to it in that ethical reflection and self-cultivation would enable the individual to challenge particular claims of tradition. However, can self-cultivation transcend tradition as a whole and enable the individual to effect radical change? Although the use of trademarks in China can be traced back over one thousand years (Liu's needle shop with the "white rabbit" mark ca. A.D. 960-1126), a statutory regulation of trademarks was not undertaken until very late in the Qing dynasty, and this only happened due to foreign pressure.'
