Introduction: This report examines demographic and socioeconomic factors concerning New York City based Latinos in Washington Heights and Inwood – particularly Dominicans.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: Since the 1980s the upper Manhattan neighborhood of Washington Heights/Inwood has been transformed by the immigration of a large Latino population of whom Dominicans have been the most prominent national group. Latinos made up …

Data on rainfall patterns only weakly corroborate the claim that climate change explains the Darfur conflict that began in 2003 and has claimed more than 200,000 lives and displaced more than two million persons. Rainfall in Darfur did not decline significantly in the years prior to the eruption of major conflict in 2003; rainfall exhibited a flat trend in the thirty-years preceding the conflict (1972-2002). The rainfall evidence suggests instead a break around 1971. Rainfall is basically stationary over the pre- and post-1971 sub-periods. The break is larger for the more northerly rainfall stations, and is less noticeable for En …

When Beef Was King. Or Why Do Colombians Eat So Little Pork?, Shawn Van Ausdal

This article seeks to understand why Colombians, compared to many other Latin Americans, have traditionally eaten so much more beef than pork. The article first points to the development of a culinary tradition that favored beef. The bulk of the argument, though, centers on the fact that, historically, beef has been substantially cheaper than pork. This price difference, in turn, is rooted in the low productivity of Colombian agriculture, which made corn, often used to fatten hogs, expensive. Additional factors that favored beef include a receding agrarian frontier, a small hog population, the various advantages of cattle, a conflict–ridden history …

This paper argues there are two broad ways policymakers might use industry cluster concepts to inform the design of regional innovation policy. The first, and clearly dominant approach, is to view identified technology-based clusters as targets for growth strategies, i.e., to nurture the growth of selected groups of innovative industries and research strengths in a limited set of regions as a means of increasing levels of innovation economy-wide (termed the cluster building approach). The second is to use cluster ideas to reorient development strategies so that they leverage synergies among businesses and non-market institutions, thus improving innovation rates (termed the …

This paper reports on aspects of land tenure in western Sudan, especially the nature of tenure insecurity and the functioning of the land rental market. The active land rental market accounted for about one-third of cultivated land. Patterns of land rental transactions, and tests of the importance of insecurity in renting land, where the owner may not be able to reclaim land rented out, do not support the presumption that rental markets perform poorly. The role of the sheikh as administrator of village land, and the claims of large landowners to vast tracts, are, however, important political problems that must …

Increasing commercialization, population growth and concurrent increases in land value have affected women's land rights in Africa. Most of the literature concentrates on how these changes have led to an erosion of women's rights. This paper examines some of the processes by which women's rights to land are diminishing. First, we examine cases where rights previously utilized have become less important; that is, the incidence of exercising rights has decreased. Second, we investigate how women's rights to land decrease as the public meanings underlying the social interpretation and enforcement of rights are manipulated. In recent months, two distinct projects designed to gauge the performance of the Canada – US border have been initiated. The University at Buffalo Regional Institute (UBRI) proposed the development of a “Border Barometer,” which is anticipated to be a set of metrics replicable along the breadth of the 49th parallel. UBRI is our partner in a new consortium that performs border-related research—the Northern Border University Research Consortium (NBURC)—and courtesy of a grant from the Canadian government, the NBURC is launching the Border Barometer project.

The Pacific Highway border crossing in Blaine, Washington, is the fourth busiest commercial crossing on the northern border and the most significant commercial crossing for Western Canada and the U.S. (USDOT/FHWA 2006). The primary commodities that flow across this border are agricultural/food, wood, and paper products (WCOG Manifest Data). These commodities are not viewed as particularly time critical, as they do not move in a strictly scheduled environment, although in fact a significant proportion of these goods are highly perishable. As the world’s largest trading partners, Canada and the United States share a diverse and highly integrated economy. However, many North Americans are unaware of the depth and breadth of this interdependence and the importance of successful border management to both countries. Today, the complex flow of goods between the two, governed by fairly rigid federal policies, is funneled along a few major trade corridors. This Border Brief examines key border issues by looking at U.S. export activity in October 2007 through two of those corridors—Buffalo-Niagara Falls, NY, and Blaine, WA.

Two years ago this month, the inaugural edition of the Border Policy Brief discussed the expected impact of the Western Hemisphere Travel Initiative (WHTI) upon the state of Washington. New analyses and data have become available since then, so in this issue we revisit the topic. WHTI, commonly referred to as the “passport law,” imposes new documentation requirements that could affect the volume of cross-border travel.

Canada and the U.S. will soon begin negotiating the terms of an annex to the Canada – U.S. Air Quality Agreement. The annex will pertain to a type of air pollution known as particulate matter, colloquially referred to as PM. This article discusses the form of the Canada – U.S. Air Quality Agreement, the general nature of PM pollution, the transboundary aspects of PM pollution, and the regulatory context pertaining to PM within each nation. Over the past 10 months, our Institute teamed with the Whatcom Council of Governments (WCOG) to conduct a survey of travelers crossing the Canada – U.S. border through the Cascade Gateway (i.e., the group of four ports-of-entry serving the I-5 corridor). The need for such a survey was identified by a binational forum called the International Mobility and Trade Corridor project (IMTC). There currently are proposals from two separate carriers to provide increased passenger service in the corridor between Seattle, WA, and Vancouver, BC. Amtrak proposes to add a second daily train along that route, and Kenmore Air proposes to initiate float plane service from Lake Union (Seattle) to Vancouver Harbour. This note provides an estimate of the economic benefit to Vancouver of the associated increase in visitation. The note considers only the benefits derived from tourism.

The border is not where it is supposed to be; the border is getting thicker; the border “needs a fix.” These are just a few of the sentiments one encounters with shocking regularity when discussing the Canada/US border in the Pacific Northwest, known as the Cascade Gateway, or sometimes referred to as “Cascadia”. Generally unsolicited, these comments and many others are often vain attempts to encapsulate the recent changes to this border, particularly in the post-9/11 epoch.

The sinkhole database of the Florida Geologic Survey (FGS) is the primary publicly-accessible database of recent sinkhole occurrence and distribution. However, it does not use a consistent and predictable approach to recording sinkhole occurrences. Thus, the possibility exists that the database is largely a reflection of the distribution of people in sinkhole-prone areas of Florida, rather than a true enumeration of all sinkholes that occur. In order to assess the validity of the data contained within the database, a comparison was made of population distribution and sinkhole occurrences. This paper argues that stakeholder capitalism is more appropriate to natural resource management and rural development in Africa than other varieties of capitalism. It examines different management arrangements in Kenyan Lake Victoria fisheries resources to argue that whilst stakeholder capitalism is still far from being the mainstream model of capitalism in Kenya, theoretically and empirically, it is more appropriate to sustainable development than the Anglo-Saxon variety of capitalism that the country inherited from its British colonizers.
