Cartagena is a South American city whose historical built environment has been recognized as a World Heritage Site due to the preservation of elements of the Spanish military architecture of the 16th, 17th and 18th centuries. This recognition promoted a tourist and real estate boom in the Centro Histórico and, as a result, its inhabitants have faced gentrification dynamics that are expelling them to other areas of the city. This dissertation examines geographic forms of evidence in the practices of landscape architects and geographers. I analyze evidence not only as an epistemic phenomenon, but as an aesthetic one, as well. Convincing an audience that the world is (or should be) one way and not another requires that knowledges be stacked, extended, and stitched together in a manner admissable to an audience. This project analyzes efforts to remake the relationship between water and city in São Paulo, Brazil. Currently experiencing overlapping problems of flooding, scarcity, and pollution, São Paulo illustrates the challenges of managing water in a contemporary mega-city. This dissertation subsequently considers the city’s water management through an approach that borrows from urban political ecology, social studies of science, and post-colonial urban theory. With an epistemological grounding in these literatures, this project analyzes ongoing conversations about water management in São Paulo, and focuses on how water is encountered and engaged with in the landscape by engineers, artists, and activists. Maps are documents nearly as old as the human history in representing the relationships of people to land. In the post-World War II era land development in the United States has largely been focused on the expansion away from urban centers and out into the surrounding suburbs. While the development of suburbs began with utopian ideals of spiritual wholeness, their actual manifestation on the American landscape has been subject to harsh critiques about their long-term economic and environmental feasibility, fostering of social alienation, and general placelessness. It has long been realized that tributary urban development and channel improvement greatly affect the flow regime in a given watershed. A previous study used the Stanford Watershed Model to derive relationships expressing how the flood peaks in Sacramento, California, might be expected to vary with changing conditions of urbanization, channelization, and tributary drainage area. In order to observe the effects of climatic setting and geographical location on these relationships, the same type of analysis was applied to a drainage area near Louisville, Kentucky.
