At the core of issues in Lucas County and, in particular, the City of Toledo is poverty. While this does not necessarily provide an “Aha!” moment, current conditions that contribute to being economically disadvantaged in many areas of the city and county affect not only current residents but will also affect future residents—without meaningful and targeted interventions. It is beyond the scope of the Toledo Community Foundation, or any single institution for that matter, to unilaterally address the range of issues presented in this study. This paper analyzes the different factors and incentives influencing company and business site selection decision making. Policy incentives offered by governments for businesses, such as tax exemptions and reductions, subsidies, and promises of quality community life are evaluated for their effectiveness. This paper focuses on the City of Bowling Green, OH as a case study on what attracts businesses into local, smaller municipalities. Three manufacturer's within the Bowling Green jurisdiction are closely evaluated to determine what factors, including location, labor force, and quality of life, influenced their decisions to operate in Bowling Green.

Investigating A Modern Midwestern Crisis: The Economy And Opioid Overdose Death In Ohio, Anna M. Gagliardo

This paper examines the effect of local economic factors on the amount of opioid overdose deaths across counties in Ohio. Ohio leads the nation in opioid overdose deaths. The data examined spans all 88 counties of Ohio and compares 2009 and 2013 data, relying predominantly on Ohio Department of Health and US Census American Community Survey data. Using two linear regression models, I demonstrate that there is a significant correlation between insured rates and opioid overdose deaths in 2009 as well as a significant correlation between poverty rates and opioid overdose death rates in Ohio in 2013. This study seeks to understand the differences in post-industrial redevelopment among the cities of Buffalo, Cleveland, and Pittsburgh. Part of the so-called "rust belt," these three cities experienced industrial decline from the 1960s through the 1980s, largely as a result of the economic globalization of heavy industry. Intensive manufacturing and output had come to a screeching halt, unemployment skyrocketed, outmigration ensued, and each metropolitan area faced formidable challenges to convert to service-oriented industries. This paper presents findings from a net impact evaluation of the Ohio JOBS Student Retention Program. The JOBS program, a component of the federal Aid to Families with Dependent Children (ADC) program, was required, in all states, for ADC recipients who met certain criteria. The Ohio JSRP was an activity pursued by some JOBS program clients in Ohio to fulfill their responsibilities in order to receive aid. The JSRP was a three-fold support program designed to facilitate entry to and success in programs of study at two-year community or technical colleges. Dislocated Worker Human Capital Depreciation And Recovery, Kevin Hollenbeck

Previous studies have estimated the "human capital depreciation" of women re-entering the work force after voluntary, lengthy interruptions. Those studies have found reduced real wages and furthermore the decrease is positively related to the length of the interruption. Upon re-entry, however, real wages grow rapidly as human capital is restored. This paper develops a model of the wage histories of dislocated workers. Similar to labor force re-entrants, those dislocated workers who become re-employed would experience wages below their final wage prior to dislocation and the decrease should be associated with the length of dislocation. Although public schools are not generally subject to direct competition for students, it is commonly thought that they nonetheless face competition through parents' residential choice. Such competitive effects are likely to depend on the relative proximity of school districts if it is less costly to move short distances than long, or if parents are able to more easily send their children to nearby districts through open enrollment policies. Using panel data for 607 Ohio school districts from 1998 to 2007, I test for strategic interaction over teacher salaries and standardized test scores. For the last several months, my colleagues and I at the Ohio Department of Development have been focused on the formation of a statewide economic development strategy that will establish our priorities and guide our future decisions. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. With full implementation, our strategic plan will not only guide Ohio's long-term investments, but will also help guide our daily decisions.

Using a hedonic pricing model, I estimated the effects of changes in college and university characteristics on house prices in three regions of Ohio. I used cross-sectional housing and census data for the year 2000, compiled by David M. Brasington of Louisiana State University, and college data from Barron’s Profiles of American Colleges 2001. I measured college and university impact within radii ranging from one to two miles around a campus admissions office, allowing for an investigation of how the impact of academic institutions changes with distance.
