From County To Commonwealth: A Study Of Kentucky County Election Office Websites And Collaborative Solutions For Strengthened Voter Information Accessibility, Marissa A. Robinson, Marina E. Smart

In 2022, the League of Women Voters discovered inconsistencies across Kentucky county clerk websites in how they offer voter information and in website accessibility and clarity. County clerk websites serve as an important source of accessible voting procedural information, trusted by constituents. Through an audit of county clerk websites and interviews with county clerks, this project identifies how county election office websites can better provide equitable, accurate, comprehensive, and consistent voting information. Recommendations based on the findings include linking the Kentucky State Board of Elections Voter Information Portal universally, adding website training, and state-established website guidelines.

Kentucky Is Working: An Examination Of Higher-Than-Expected Labor Force Participation Rates In Kentucky, Grace E. Coleman, Gabriel M. Kalla, Joseph S. Matthews

This client-based capstone examines the drivers of higher-than-expected labor force participation rates across five counties in Kentucky, i.e., Kenton, Pendleton, Owen, Taylor, and Monroe counties. Our client, the Kentucky Chamber of Commerce, requested a qualitative analysis of semi-structured interviews with local stakeholders to identify and contextualize factors contributing to the five counties’ overperformance. Our findings suggest that factors such as collaboration and partnership; education and career pathway initiatives; and community champions all play important roles in supporting strong labor force participation. These insights can be used by other counties seeking to strengthen their local workforce.

A Tale Of Two States: Abortion Referenda In The Aftermath Of Dobbs, Shauna Reilly, Ainsley Boggs, Tanner Freeman

Dobbs v. Jackson Women’s Health Organization overturned the access to abortion that had been established with Roe v Wade. As a result, states had autonomy to make statewide policies on this issue. Some states chose complete bans, some partial bans, and others provided continuing access to abortion. This article explores the dueling referenda of 2022 and 2023 in Kentucky and Ohio, respectively, following the Dobbs decision in 2022. Voters in both states voted to continue to permit abortion access in their states, yet access in each state is different. The Appalachian region has been a core of poverty for many decades. In this research, some changes in the extent and nature Qf poverty in the region are presented that suggest despite extensive programs designed to combat poverty, a core of intense poverty still persists. While significant improvements have been made in such areas as transportation, it seems clear that some roots of poverty in the region have not been addressed. Democrat Andy Beshear won his first election as governor of Kentucky in 2019, surprising many by defeating an incumbent Republican governor in a GOP-dominated state and a state that Donald Trump had won handedly in 2016. While Democrats had historically been the dominant party in the commonwealth, by the time of Beshear’s 2019 gubernatorial campaign, that was no longer the case. Background/Objectives: Robust, state-level LGBTQ+ health surveillance is scarce in Kentucky, limiting evidence-based healthcare planning and policy. We aimed to evaluate the feasibility and early public-health utility of a community-partnered annual survey and compare selected mental health stressors between Kentucky and non-Kentucky respondents.

Methods: We conducted a cross-sectional online survey (13 April–15 July 2024) developed with a statewide LGBTQ+ nonprofit. Recruitment occurred via organizational channels and community events. A content warning preceded the survey, which was administered via Qualtrics. Data quality was screened using reCAPTCHA. We assessed feasibility metrics including recruitment and completion rates. Introduction: Rural Appalachian residents experience higher rates of most chronic diseases, including type 2 diabetes mellitus (T2DM). Stress and sleep deficiency also are common in the region.

Purpose: To better understand these associated health burdens, the relationship among these conditions and psychosocial factors—such as depressive symptoms, distress, empowerment, and social support—was examined among Appalachian residents with T2DM.

Methods: Using data collected from a community-based sample of Appalachian adults with T2DM, the study examined whether psychosocial factors were associated with perceived stress (Cohen Perceived Stress Scale) and self-reported sleep deficiency (Epworth Sleepiness Scale). Introduction: Major disasters continue to occur in Appalachian Kentucky with devastating consequences. A major disaster, defined by the Federal Emergency Management Agency (FEMA) as an event too large for a community to manage without outside help, involves emergency responders from the local, state, and federal disaster agencies, plus national volunteers.

Purpose: This paper reports on recent disasters in eight southeast Kentucky counties, the changing nature of these disasters, and the behavioral health impact on the people affected.

Introduction: Rates of cancer mortality in Appalachian Kentucky is among the highest in the nation. It is unknown whether geographic location of treatment for pancreatic ductal adenocarcinoma (PDAC), one of the deadliest cancers worldwide, influences survival in Appalachian Kentuckians.

Purpose: This study compares outcomes among Appalachian Kentuckians with PDAC who received treatment at an academic medical center (AMC) or community facility (CF).

The Commonwealth of Kentucky currently has 5 thoroughbred racing tracks and 3 harness racing tracks (Kentucky Horse Racing Commission 2023 and Mint Julep Louisville 2021). As Table 1 below shows, the industry employees roughly 7,000 people (direct jobs), and these jobs annually support another 2,000 jobs or so throughout the state. These 2,000 jobs are jobs that are provided by the suppliers to the horse race tracks (indirect jobs) and jobs that are created by the spending of the race track employees and the employees of suppliers on food, housing, transportation, and clothing by vendors and retailers throughout the state …

This quantitative study examines Kentucky public high school teachers’ perceptions regarding the detriments they and their students face when striving to effectively educate and learn. Data was collected by surveying public high school teachers from across the Commonwealth (n=453). Using Likert-style scales, the survey captures the barriers most detrimental to their students’ assessment outcomes. Concluding questions sought additional personal experiences to elaborate findings. 2023 Kentucky American College Test (ACT) scores represent the dependent variable in the ordinary least squared regression models. Robert M. Johnson was an African American expatriate who had been enslaved for 24 years in Lexington, KY, to Dorothea D. Christian and her husband the Rev. James Fishback. Johnson escaped and gained his freedom sometime after 1841, thereafter making his way to Canada, where he stayed for several years before leaving North America to become a medical student in Edinburgh, Scotland, and a medical doctor in Sheffield, England.

Kentucky’s legislation legalizing sports wagering in the Commonwealth and delineating its taxation, HB551 of the 2023 Regular Session of the General Assembly, has been implemented and posted numbers in its early months that suggested it will exceed revenue projections for the Commonwealth. Researchers have raised concerns, particularly in studying West Virginia, which implemented similar legislation in 2019, that sports betting may be cannibalizing existing gambling revenue for states that implement it. Introduction: In the opioid epidemic, the U.S. faces a significant public health crisis, with some areas of the country, such as rural and Appalachian regions, suffering more than others. The differential regional impact of the crisis in Kentucky—a state with both non-metropolitan/metropolitan and Appalachian/Non-Appalachian statuses—has not yet been documented despite such knowledge being essential to the success of overdose prevention efforts.

Introduction: Carbapenem-resistant Enterobacterales (CRE) are considered urgent, antibiotic-resistant threats in the U.S. and are of global concern. Active collaboration between public health authorities and healthcare facilities and providers will be necessary to prevent and contain these organisms.

Purpose: To describe the epidemiology of CRE in Kentucky and to discuss challenges and successes with building and sustaining an effective prevention and containment program.
