Over fifty years ago an historian and a library director traveled the back roads of Kentucky (USA) with a portable microfilm camera, two lights, and a dream of preserving Kentucky’s newspapers. From their ambitions arose a successful newspaper preservation program at the University of Kentucky Libraries (UKL). Now in its sixth decade, the program has developed a new way of preserving contemporary born-digital newspapers. The American Recovery and Reinvestment Act (ARRA) of 2009 provided financial incentives for UI modernization. The financial incentive is the state share of $7 billion available nationwide. States can receive one-third of their allocation by having an alternate base period (ABP) for monetary determination of UI eligibility that includes the most recently completed calendar quarter. States can receive the remaining two-thirds of their allocation for having two of four additional program features: 1) UI eligibility while seeking only part-time work, 2) UI eligibility after job separations due to harassment or compelling family reasons, 3) continuation of UI benefits for at …

By popular demand--a NEW, up-to-date State Litter "Scorecard" is now released for the 2011 ASPA Baltimore event--measuring each state’s overall environmental quality through public property/spaces debris removal efforts. The “CARD” uses tried-and-true, hard-to-publicly obtain objective and subjective measures, leading to a total overall score for each measured jurisdiction. Readers can thus gain a realistic "picture" of "what's going on" within one or all of the 50 states. Littering/dumping remains harmful, serious American environmental crimes, creating dangers to public health and safety, and contributing to the deaths of over 800 Americans in debris-attributed motor vehicle accidents. Major and trace metal analysis was applied to four coal-country headwater streams to better understand the fate of metals in headwater streams affected by mining over time and to determine headwater health. The study watersheds were located in southeastern Kentucky and consisted of an active mine site, a site mined prior to the passage of the Surface Mine Control and Reclamation Act of 1977 (SMCRA), a post-SMCRA reclaimed mine site, and an undisturbed forest control site. Dissolved water metals and suspended sediment metals were sampled at each source, middle, and outlet. Samples were analyzed on an ICP-OES, and spatial trends …
