On David Miller On Immigration Control, Chandran Kukathas

David Miller offers a liberal realist defence of immigration control grounded in cosmopolitan ideals of self-determination, fairness and integration. But a commitment to liberal values requires a commitment to more open borders than he admits. A part of the problem is that the notion of open borders Miller criticises is under-theorised. A deeper problem is that immigration control itself is inconsistent with important liberal values – notably the values of freedom and equality. This is a concern because it is the freedom and equality not only of immigrants but also of citizens that is threatened by the closing of borders.

What is the impact of migration patterns on perceptions of personal security in the European Union countries over the past half-decade? Although the numbers of migrants from outside the EU are undeniably massive, their impact upon domestic public opinion is understudied. Following recent work that explores themes of fear of migrants in EU native populations (Bustikova 2014, d' Appollonia and Reich 2008, Ivarsflaten 2008), I propose a multivariate model that explains variation across EU countries in citizens' views of personal security that includes migration rates, unemployment rates, crime rates, the presence of terrorism, and views of government performance. This paper looks into Guatemalan and Salvadoran history and immigration in the late 20th Century and identifies how these patterns compare to and continue to affect present day immigration policy. By examining the difference between how immigration policy was handled prior and after the events that occurred on 9/11, the reader will be able to distinguish how social perception of immigrants in the U.S. changed drastically with the span of a few months. Advocates of restricted immigration usually make an exception for refugees who are described as having special claims to admission on humanitarian grounds. This chapter raises doubts about the plausibility of the distinction between refugees and economic or other non-humanitarian migrants. It argues that the distinction is difficult to draw conceptually and that the institutions designed to serve the interests of refugees in fact aim to limit their capacity to move despite claims that they are intended to serve refugee interests.
