The purpose of this thesis was to explore how legal defense nonprofit organizations (NPO) are using Information and Communication Technologies (ICT) to provide legal defense for asylum seekers and improve the conditions of immigrants at detention centers. In addition, this research explored the impact of ICTs on legal defense NPOs, bottlenecks, and security implications when supporting vulnerable communities. ICTs profoundly impacted the way we interact in a post-pandemic world, and it presents new challenges and possibilities for legal defense nonprofit organizations that are helping vulnerable communities. This research is based on summer 2020 online survey data from a stratified random sample of 573 clients and care providers of a rural Northern California government social services agency. The goal was to study information technology access in Humboldt County, California, and the range of digital preparedness of clients of a local government agency: Humboldt County In-Home Supportive Services (IHSS). IHSS serves several groups of rural residents with low-income, foremost of which are older adults and people with disabilities. Dramatic shifts in technology have transformed the structures of civic participation and communication in the latter half of the 20th century, and optimistic presumptions purporting the global establishment of “e-democracy” has become a commonly understood concept. But reality has failed to demonstrate this ideal and has instead proven otherwise: whether online or offline, it is politics as usual. This paper explores the ramifications of online platforms for political engagement from a critical perspective. The author argues that sustaining political activity online in “user-powered,” democratized digital spaces is ultimately fruitless without offline mobilization. By most government statistical definitions, Central Appalachia is one of the most impoverished regions in the United States. Many of the region’s residents are low income, dependent on government benefits, have high rates of obesity and diabetes, and low rates of college educational obtainment. Central Appalachia is historically tied to the coal mining and railroad industries. Many scholars believe this historical bond created an internal colony of company-dependent residents who have been unable to transition successfully from those industry’s boom eras or escape the lingering effects of industry environmental, health and economic degradation. Knowledge management literature identifies numerous barriers that inhibit employees' knowledge seeking and knowledge contributing practices via information and communication technologies (ICTs). Presently, there is a significant gap in the literature that explains what factors promote common knowledge sharing barriers. To bridge this gap, this study examined two research questions: 1) What are the potential factors that contribute to the commonly accepted barriers to knowledge sharing?, and 2) How do these factors impact employees' use of ICTs for knowledge seeking and knowledge contributing? This study examines differences between users and nonusers of information communication technologies (ICTs) within the pre-incident planning processes for domestic terrorist movements operating within the United States. In addition, this study is the first quantitative exploration of the prevalence, types, and purposes of ICT use within terrorist movements, specifically environmental, far-right, and Islamic extremist movements. Using "officially designated" federal terrorism investigations from the American Terrorism Study (ATS), we analyzed extracted evidence of ICT usage among individuals (n =331) engaged in the pre-incident planning processes as members of terrorist movements between 1995-2011. Analytic applications are vital in the assessments of public health and surveillance as these applications can drive resource allocation, community assessment and public policy. Using a dataset of nearly 90,000 patient hospital encounters, the number of instances with an ICD code of HIV and co-morbidities was identified. Blacks accounted for 75 percent of HIV hospital encounters in the dataset. While business analytic applications informed this study of cross-tabulations and interaction effects among race, age and gender, there appears to be a significant relationship among HIV diagnoses and substance abuse. This article looks at new information and communication technologies (ICTs) as sites of public pedagogy in that they produce particular forms of knowledge and literacies and reproduce representations that are always mediated through specific social relations. Public pedagogy as a process that constitutes a broader category beyond classroom practices, official curricula, and educational canons, extends to all sectors of human life, including virtual spaces. No longer restricted to traditional sites of learning such as educational or religious sites, public pedagogy produces new forms of knowledge and apprenticeship and new narratives for agency and for naming the world.
