Divided Culture: Integrating And Conservation Biology Agriculture, John Banks

Production agriculture, with its implied ecosystem simplification, pesticide and fertilizer use, and emphasis on yield, often appears to be at odds with conservation biology. From a farmer's perspective, the weight conservation biology places on wildlife may seem overly idealistic and naive, detached from economic and sociopolitical reality. In fact, these endeavors are two sides of the same coin, with a shared heritage in decades of population and community ecological theory and experimentation. Better integration of the two disciplines requires acknowledging their various goals and working to produce mutually beneficial outcomes. The Community Affairs Department of the Federal Reserve Bank of San Francisco has developed a new series of reports for the nine states in the Twelfth District that both detail the demographic, economic, governmental, and institutional underpinnings of each state and provide an analysis of the various community development needs within each state. These reports, which we are calling “Environmental Assessments,” are meant to provide a framework for the array of community development activities that the department undertakes across the District. The Chagga people have lived and worked on Mount Kilimanjaro for more than 250 years. Through traditions and social practices within their communities and families, strong bonds are established between the Chagga and their home on the mountain. Kilimanjaro National Park and Forest Reserve (KINAPA) was established in the 1970s to protect and conserve the mountain, based on a long history of colonialism and western ideals. As KINAPA has attempted to preserve the flora and fauna on the uppermost portion of Mount Kilimanjaro, they have alienated local residents from the land through a conservation approach that relies on "fences and …

The United States faces growing pressure – both from domestic and international sources – to adopt a mandatory greenhouse gas reduction program to address the risk of global climate change. If policy-makers decide to establish such a program, they could end up creating an environmental regulatory regime of potentially unprecedented scope and impacts. A domestic greenhouse gas program could break ground in other ways too. Many policy-makers are considering innovative market-based approaches to regulation, including a multi-billion dollar economy-wide “cap-and-trade” program. Risk assessment is now a common feature of regulatory practice, but fear assessment is not. In particular, environmental, health and safety agencies such as EPA, FDA, OSHA, NHTSA, and CPSC, commonly count death, illness and injury as costs for purposes of cost-benefit analysis, but almost never incorporate fear, anxiety or other welfare-reducing mental states into the analysis. Globalization – viewed as a process of economic integration that embraces governance as well as markets – could lead to worldwide convergence toward higher or lower environmental quality, or to environmental polarization in which the ‘greening’ of the global North is accompanied by the ‘browning’ of the global South. The outcome will not be dictated by an inexorable logic. Rather it will depend on how the opportunities created by globalization alter balances of power within countries and among them.
