Finding legitimate employment upon release from prison is an important, yet daunting, aspect of offender reentry. Researchers have argued that negative employer attitudes toward hiring ex-offenders act as a barrier during the job search process. This study explored existing attitudes of employers in their willingness to hire ex-offenders in the current labor market and determined whether these attitudes were dependent on the concentration of ex-offenders in the surrounding geographical community. Mail surveys and follow-up telephone contacts with a random sample of businesses that typically employ ex-offenders within 12 Texas zip-codes (six high parolee concentrations, six low parolee concentrations) were conducted. …

The 1996 Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA, P. L. 104-93) called primarily on women to achieve two goals: work and/or marriage. For low income single mothers with limited access to capital, the PRWORA presents a quagmire in that the public safety nets previously guaranteed by the policies of the New Deal were abruptly supplanted by policies with obligations that require various forms of capital. Using longitudinal data from the Fragile Families and Child Wellbeing dataset, we examine the impact of social capital on the chances of marriage and employment among single, unemployed mothers. Supplemental Security Income (SSI) is a means-tested income-support program administered by the Social Security Administration. Eligibility is contingent upon proving that one has a limited ability to work due to disability. However, the program offers several work incentives aimed at encouraging SSI recipients to enter the workforce while maintaining their benefits. Despite the promotion of employment through Work Incentives Planning and Assistance (WIPA) and other programs, a very small percentage of SSI recipients actually work. This Data Note examines the number of SSI recipients working by state in 2010.

Educational leaders have a substantial degree of control over students and generally have a tremendous influence on the decisions that they make. District administrators are already involved in comprehensive efforts to stem sexual harassment, teen violence and bullying; therefore, they may be well positioned to identify and address the problem of teen dating violence. Unfortunately, school district failure to take action is far too common, despite the statutory duty to ensure the safety of all students during school hours and at school sponsored events. [Excerpt] This study presents the main results of a larger, more technical report (Fields and others 2001) and subsequent work (Fields and others 2002) that analyzes income mobility in Indonesia, South Africa, Spain, and Venezuela. These economies were selected on the basis of the availability of panel data with which to analyze household income dynamics in the 1990s. By following households over time, we are able to investigate how households that were poor initially fared economically, relative to their richer counterparts. We can learn more about how and why households exit—and enter—poverty. To gauge income mobility, this study centers on …

Whether and to what extent men and women hold differing preferences for particular job attributes remains the subject of debate, with a sizable number of empirical studies producing conflicting results. These conflicts may have temporal sources—historical changes in men's and women's preferences for particular job attributes, as well as changes in preferences that commonly occur over individuals' life cycle. Most previous research has neglected the effects of time on gender differences. Using ratings of hypothetical job applicants with and without a disability obtained from both fulltime workers (n = 88) and undergraduates (n = 98), we examined the effects of disability (paraplegia, epilepsy, clinical depression, or non-disabled), gender, and nature of the job (supervisory or non-supervisory) on five job-relevant dependent measures. Contrary to our hypothesis, applicants with a disability were rated significantly higher in activity and potency than applicants without a disability. Further, also contrary to our predictions, gender and job type did not moderate the relationship between disability and applicant ratings. New Hampshire’s Bureau of Developmental Services, Department of Vocational Rehabilitation, other state and local service providers, advocates, and families are committed to increasing the employment rate and the quality of employment outcomes for people with developmental disabilities. These stakeholders met to craft an employment position statement. They framed their discussions according to factors that research has found to be common to “high-performing” states in providing integrated employment opportunities. Then they developed an employment position statement that satisfied all the groups involved, and communicated their shared belief in the importance of integrated employment as a means toward community inclusion.

In 2009, the state of Oregon adopted its Employment First policy. When Oregon’s Office of Developmental Disabilities Services (DDS) decided to promote the implementation of this policy, it began by updating its existing employment website. The redesigned website (http:// www.dhs.state.or.us/dd/supp_emp/) emphasizes the value of integrated employment over other outcomes, and the importance of building community-wide conversations, with the goal of achieving integrated employment for people with developmental disabilities. The website shares the value of integrated employment with all targeted audiences by highlighting resources and illustrating employment successes. As part of an ongoing research project, the Employment and Training Institute compared Wisconsin state income tax data for 2007 and 2009 for nine inner city Milwaukee ZIP codes, neighborhoods hard hit by the recession. In spite of the difficult economy, most inner city single Milwaukee parents remained in the workforce. The filing data showed only a 1% decline in earners in 2009 compared to two years earlier in spite of record high unemployment. A majority of the single parents earned less than $20,000 in 2009, and a fourth earned less than $10,000. The low earnings suggest workers with high …

An examination by the Employment and Training Institute of state earned income tax credits received by families in Milwaukee County based on their 2009 tax returns showed the usage of the credits by working families during the recession. Wisconsin Department of Revenue data are analyzed for tax filers with dependent children who received the Wisconsin earned income tax credit. This credit offers a refundable federal tax support to help reduce payroll and social security tax burdens and to supplement wages for low and moderate income employed families and single persons. In 1998, five state agencies formed the Governance Group. Partner agencies included: Iowa Workforce Development, Department of Human Services, Department of Education, Iowa Vocational Rehabilitation Services and Department of Human Rights. The group was developed in response to a Rehabilitation Services Administration (RSA) request for proposals that included an advisory group for systems change efforts to expand employment opportunities to individuals with disabilities.
