Workplace discrimination has been a focus of scholars for several decades. Previous research has uncovered the practice of implicit bias in the form of pre-employment discrimination against minority groups based on factors not reflective of their work ethic or qualifications. The purpose of this study was to analyze national origin discrimination suits filed with the Equal Employment Opportunity Commission to understand why pre-employment discrimination continues to be a recurring issue in the workforce. AbstractOver 20,000 young adults are released from state care annually and 100,000 young adults are released from justice centers. Past studies have revealed that young adults 18-24 years of age transitioning out of care are not prepared for independent living and may face many adversities. The problem is that young adults have difficulties finding permanent housing once emancipated from state care, their biological homes, or juvenile justice centers. Almost 2.3 million people are incarcerated in correctional facilities across the United States. More than 95% of this population will be released to return to society at some time. People returning from prison can be at a disadvantage as they compete for work. They might be challenged by known barriers to employment, like restrictions on work opportunities and powerful stigma, resulting in a social problem. While some correctional facilities provide vocational services, 75% or more of citizens returning to U.S. communities from prison cannot obtain sustainable wage employment. The Workforce Investment Act (WIA) of 1998 created programs to promote gainful employment across the United States. Extant studies on WIA's effectiveness have not examined youth workers, however, and youths are excluded from federal and Texas employment measures. This study was designed to address a research gap regarding postprogram employment outcomes for WIA youths and the types of services received: remedial or remedial plus job training. The study was guided by the theory of experiential learning and examined prior work experience as a variable, using a quasi-experimental design and secondary data.
