Five years after Lineamientos reforms were approved by the 2011 Communist Party Congress, the effects are beginning to emerge. The development of the private or non-State sector in particular has begun to cause shifts in the economic, social, and political landscape as Cuba continues to adapt to and implement these changes. This paper explores the effects of the expansion of the non-State sector on the delivery of State-run public services, especially education, health care, and other social services. In an effort to improve the rate at which Idahoans ‘go on’ to postsecondary education, Idaho launched an initiative called Direct Admissions in the fall of 2015. This initiative informed students and their parents that the student had already been accepted to at least six of Idaho’s public colleges and universities, even before the student had applied. Although the students still needed to apply, the letters guaranteed the student a seat at any of the colleges listed in their Direct Admissions letter. With so many education policies and practices made at the local level, community-based foundations are in a unique position to support their local school districts in taking a comprehensive, systematic approach to improving the lives of young people. This article describes a research–practice partnership designed to produce school improvement in a rural community in western Virginia and reflects on a three-year collaboration among The Alleghany Foundation, two school districts, and the University of Virginia.

In this work I study two cases involving practices of science and technology in the backdrop of related and recent curricular reforms in both settings. The first case study is based on the 2005 South Asian earthquake in Muzaffarabad, Pakistan which led to massive losses including large scale injuries and disabilities. This led to reforms at many levels ranging from disaster management to action plans on disability, including educational reforms in rehabilitation sciences.
