The La Crosse Promise: Economic Impact Study, George A. Erickcek
The La Crosse Promise: Economic Impact Study, George A. Erickcek
Reports
The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

A central city is the largest or most important city of a metropolitan area. A metropolitan area combines a large city with adjacent urbanized areas and peripheral areas that are closely bound to the center with strong ties to commuting, commerce, and a common labor market.

The estimates extend through the year 2012 in order to capture the employment projections offered by some of the assisted firms. The study also provides upper bound estimates of the benefit-cost ratio of the …

Linkages Between Industrialization Strategies And Industrial Relations/Human Resource Policies: Singapore, Malaysia, The Philippines, And India, Sarosh Kuruvilla
Linkages Between Industrialization Strategies And Industrial Relations/Human Resource Policies: Singapore, Malaysia, The Philippines, And India, Sarosh Kuruvilla
Sarosh Kuruvilla
The case studies of Singapore, Malaysia, the Philippines, and India presented in this paper support the author's contention that a country's industrialization strategy for economic development profoundly influences its industrial relations (IR) and human resources (HR) policy goals. The author finds that import substitution industrialization was associated with IR/HR policy goals of pluralism and stability, while a low-cost export-oriented industrialization strategy was associated with IR/HR policy goals of cost containment and union suppression. In countries that moved from a low-cost export-oriented strategy to a higher value added export-oriented strategy, the focus of IR/HR policy goals shifted from cost containment to …

The Power Of Initiation: Gubernatorial Proposals In Economic Development Policy, Charles Taylor
The Power Of Initiation: Gubernatorial Proposals In Economic Development Policy, Charles Taylor
All Dissertations
A governor's role as chief legislator is based on his ability to recommend legislation and then use his powers to have his proposals enacted and implemented as public policies. Many gubernatorial scholars contend that this legislative role allows governors to exert greater influence than other political actors on state public policies (Bernick and Wiggins 1991; Herzik 1991; Sanford 1967). Other scholars argue that the ability of governors to exercise policy leadership may be overstated, because factors outside of a governor's direct control may constrain his policy choices (DiLeo 1997; Gross 1991). In this study, I assess the influence of these …

Regional competitive advantages can be created by deploying processes, product innovations, and/or improving the performance of companies. The concept of increasing returns to scale due to technology advances and the modern growth theory suggest that knowledge spillovers are passed through networks of people. Dense co-location of companies different from industries in large urban areas creates an environment for deploying new knowledge and increasing productivity of companies. Although the presence of mature industries is more often considered to be a burden than a resource of regional growth, a fair judgment about their true influence on economic development can be made if …

Economic and Financial Review
The article identifies the various forms of energy resources available in Nigeria and proposed how best these energy resources could be into efficient use. It observed that Nigeria sis blessed with abundant renewal energy and non-renewable energy resources and appreciated the fact that, while renewables will continue to play a granting role, “they are not expected to overtake fossiI fuels in the near future in meeting both Nigerian and global energy demand. The paper concludes that most of the energy consumed in the country come from oil and gas and viewed this to be a move in the right direction …

Maine’S Technology Sectors And Clusters: Status And Strategy, Charles Colgan, Marianne Clark, Charles Lawton, James Damicis
Industry Studies
The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.
This study is a step towards implementing the Brookings Institution’s recommendations for an aggressive effort to build and expand clusters. It updates and expands the 2002 MSTF cluster report and also builds upon the work of Porter and others to identify distinctive …
The Lt. Governor Encourages Lawyers To Take Advantage Of State Resources To Aid Ohio's Economic Development, Lee Fisher
The Lt. Governor Encourages Lawyers To Take Advantage Of State Resources To Aid Ohio's Economic Development, Lee Fisher
Law Faculty Articles and Essays
For the last several months, my colleagues and I at the Ohio Department of Development have been focused on the formation of a statewide economic development strategy that will establish our priorities and guide our future decisions. Ultimately this strategy will serve as an economic development plan for Ohio that will be led primarily by the Ohio Department of Development, along with the Governor's office and other state agencies and departments. With full implementation, our strategic plan will not only guide Ohio's long-term investments, but will also help guide our daily decisions.
Federal Economic Development Funding In Ohio: Survey Findings, Afia Yamoah
Federal Economic Development Funding In Ohio: Survey Findings, Afia Yamoah
All Maxine Goodman Levin School of Urban Affairs Publications
The objective of the survey on federal funding for economic development was to assess some of the challenges facing county governments in the state of Ohio as they attempt to access federal funding for economic development purposes. Federal funding is important to local governments because it is a significant resource to communities that are able to secure such grants. Competition for federal grants is usually very strong due to limited funds and counties have to be well equipped if they are to be successful in receiving grants. Local governments should know about the availability of funds and should have access …

Are De Jure Labor Laws Absolute? Formal Manufacturing In India, Gurmeet Singh Ghumman
Dissertations and Theses Collection (Open Access)
We investigate the view that de facto labor market conditions are important in evaluating the effects of labor institutions in developing countries where enactment does not necessarily imply enforcement. Using India as a case study we empirically investigate the effects of labor markets on the organized manufacturing sector from 1970 to 1997. Recognizing that the state can intervene in the outcome of labor disputes we construct a measure to proxy the degree of the state legislature's prejudice towards pro-worker causes. We argue that leftist and communist political parties can interfere in the resolution of disputes in favor of workers through …
