Evicting Victims: Reforming St. Louis's Nuisance Ordinance For Survivors Of Domestic Violence, Nava Kantor, Molly W. Metzger

Nuisance ordinances, established in municipalities nationwide to ostensibly protect the well-being of residents, threaten property owners with fines and jail time if they fail to abate a nuisance occurring on their property. Rather than promoting conflict resolution, such punitive consequences incentivize landlords to simply evict the tenants causing the nuisance. The enforcement of nuisance ordinances can have detrimental and disproportionate effects on already vulnerable populations, including tenants in domestic violence situations. The City of St. Louis employs a chronic nuisance ordinance, which is based in part on the number of police calls to a property. This ordinance can force survivors …

Transgender people often face barriers in accessing culturally competent domestic violence and rape crisis services, yet few studies have used a national sample of transgender people to study this topic or examine differential rates of discrimination within this population. The National Transgender Discrimination Survey, conducted in 2008-2009 by the National Center for Transgender Equality and the National Gay and Lesbian Task Force, collected data about discrimination affecting transgender people across a variety of settings. In 1996, a coordinated community response (CCR) was formally established in a mid-sized Midwestern city to improve the criminal justice response to intimate partner violence (IPV). Data for this study included all IPV-related incidents to which the local police department responded since the establishment of the CCR for a fourteen year period. Effective CCRs provide for IPV offender accountability through citation and prosecution of IPV-related crimes. Concerns about demographic variables affecting citation and prosecution rates have been identified in the literature. Compared to national statistics, gender differences were consistent but higher citation and conviction rates were identified in this community. …

Cruelty toward companion animals is a well-documented, coercive tactic used by abusive partners to intimidate and control their intimate partners. Experiences of co-occurring violence are common for children living in families with intimate partner violence (IPV) and surveys show that more than half are also exposed to abuse of their pets. Given children's relationships with their pets, witnessing such abuse may be traumatic for them. Yet little is known about the prevalence and significance of this issue for children. The ability of survivors of domestic violence to secure employment once they leave their vulnerable situations has been identified in the existing knowledge base as a significant issue, and one that urgently needed to be addressed. This qualitative applied social policy research study was undertaken to derive recommendations that could improve the current state of employment services available to women who had survived domestic violence residing in the Region of Waterloo. Research into the social phenomena of domestic violence is a relatively new area of exploration. The focus for domestic violence researchers has been across a broad range of topics with a key theme being the reasons that women stay or leave the relationship. The study described in this thesis engaged with women in discussions regarding their perception of their relationship when there had been experiences of domestic violence. State domestic violence legislative interventions shape the way states define and respond to domestic violence. In 2010, Kansas Governor Mark Parkinson signed into law Substitute House Bill 2517, which included a strategy to track domestic violence offenders from the time of arrest through the court system, and an expansion of the statutory definition of domestic violence. The following policy analysis uses a multiple streams framework to examine this policy change, including the motivations and actions of key policy entrepreneurs.
