A large body of evidence documents a link between alcohol consumption and violence involving intimate partners and close family members. Recent scholarship suggests that since the onset of the COVID-19 pandemic and subsequent stay-at-home orders, there has been a marked increase in domestic violence. This research considers an important mechanism behind the increase in domestic violence during the COVID-19 pandemic: an increase in the riskiness of alcohol consumption. We combine 911 call data with newly available high-resolution microdata on visits to bars and liquor stores in Detroit, MI and find that the strength of the relationship between visits to alcohol …

An analysis of homelessness with particular attention to King County and a focus on single women. This paper aims to address gender disparities in housing prioritization and homeless reduction solutions while suggesting gender-conscious policies and programs. The current system of housing prioritization is aiming to be neutral; yet it falls to the side of white, cisgender, heterosexual men. Single women without children have specific needs that are not met because the absence of children in their lives makes them insignificant, which feeds into the cyclical nature of chronic homelessness. This paper evaluates U.S. social and criminal justice policies in the context of intimate partner violence (IPV) against lower-income Black women in the U.S. Theories from the literature on IPV and gender-based violence (GBV) at-large, as well as the literature on inequity, are utilized to examine how entrenched racist, sexist, and classist ideas influence policymaking. It is argued that this process has resulted in policies that reinforce the higher rates of IPV against lower-income Black women as compared to their upper-income white peers. The administration of the Violence Against Women Act (VAWA)-based petition process does not allow discretionary consideration for sponsoring U.S. citizen spouses. This policy is harmful to U.S. citizens. Further, such policy undermines the efforts of USCIS in an equitable delivery of immigration benefits. The purpose of this study was to explore the experiences and perceptions of U.S. spouses with the petition process. The dissertation investigates why variation exists in gender policies that challenge traditional power hierarchies across central and eastern European (CEE) countries and the role of political parties in this process. I first ask how gender issues get onto party agendas and then test whether parties in government that have campaigned on gender issues ultimately deliver on their promises. I examine three policy domains, marginally affected by the EU and international "soft" norms, affirmative action in the labor market, father's leave, and anti-domestic violence policies.

This integrated-article dissertation focused on the critical role of police in responding to domestic violence (DV) and recognizing the potential risk of adult and child homicides. The first study examined the police role in domestic homicide through an analysis of cases reviewed by the Domestic Violence Death Review Committee in Ontario, Canada. Homicide cases with police contact were found to have 1.6 times more risk factors compared to those without police contact. Cases also show an overall scarcity of formal risk assessments, even when there was prior police contact. The second study was a national survey on the types of …

Relatively few comprehensive evaluations have assessed the principles, elements, and impacts of philanthropic organizations’ field-building endeavors. To help fill this gap, this article shares the results of a five-year evaluation of a large-scale field-building initiative: Blue Shield of California Foundation’s Strong Field Project.

The project’s goal was to strengthen the domestic violence field by equipping it with a critical mass of diverse individuals and organizations to lead a stronger movement to end domestic violence in California. Its approach aimed to strengthen field leadership and organizations, and to create vibrant collaborative networks.

Although welfare rolls have declined dramatically since the passage of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in 1996, many of those parents still receiving Temporary Assistance for Needy Families (TANF) face multiple barriers to employment. In response to a proposed state bill increasing work requirements and imposing stricter time limits, the authors conducted focus groups and interviews in order to learn about the experiences of long-term recipients of TANF in Maine. Working within the field of domestic violence can result in the occurrence of vicarious traumatization. The literature supports that collegial support and supervision are effective tools organizations can implement to assist in minimizing vicarious trauma. This study, guided by constructive self development theory and feminist theory, examines whether the level of vicarious trauma is impacted by knowledge base, collegial support, and supervision. Staff within certified shelters in the state of Florida were surveyed using a research designed instrument and the Trauma and Attachment Belief Scale. The increasing reliance in the United States on state-community partner- ships to address social problems represents both new opportunities and new dangers. This article presents examples of both possibilities through a consideration of contemporary collaborations between state and nonstate actors in the development of a public response to domestic violence. This discussion provides the basis for an elaboration of a conceptual approach to public/private relationships that replaces the traditional dichotomy with a triangular relationship, of state, family and community.
