This paper presents findings from a qualitative study of non-national employees of multinational organisations based in Sophia Antipolis (South of France). Here twenty-three in-depth interviews with non-nationals employed by a multinational in the area, together with contextual data regarding the particular case of Sophia Antipolis contribute to the discussion on power and control in an international, organisational context. Irrespective of the initial motivations to follow on an international career, this study highlights the tensions individuals encounter in their desire to retain their international status while seeking out a more individual, balanced, protean career, potentially beyond their current employing organisations. The guard channel scheme in wireless mobile networks has attracted and is still drawing research interest owing to easy implementation and flexible control. Dynamic guard channel schemes have already been proposed in the literature to adapt to varying traffic load. This paper presents a novel control-theoretic approach to dynamically reserve guard channels called PI-Guard Channel (PI-GC) controller that maintains the handoff blocking probability (HBP) to a predefined value; while it still improves the channel resource utilization.

An Efficient Mechanism To Control Correlated Externalities: Redistributive Transfers And The Coexistence Of Region And Global Pollution Permit Markets, Arthur J. Caplan, Emilson C.D. Silva

We examine joint tradable permit markets as a self-enforcing mechanism to control correlated externality problems. By “correlated” we mean multiple pollutants that are jointly produced by a single source but which simultaneously cause differentiated regional and global externalities (e.g. smog and global warming). By “self-enforcing” we mean a mechanism that accounts for the endogeneity that exists between competing jurisdictions in the setting of environmental policy within a federation of regions. We find that joint domestic and international permit markets are Pareto efficient for a wide class of preferences.
