Abstract: This paper highlights the options for a path forward to establish an Indigenous Economic Water Fund (IEWF) through acquisition of water entitlements1 by indigenous people in systems where the consumptive pool is fully allocated. The water allocation that comes from indigenous holdings in the consumptive pool is an important mechanism for enabling Indigenous communities to achieve economic development and as such is a legitimate strategy for ‘Closing the Gap’. …

The in vivo formation of fibrillar proteinaceous deposits called amyloid is associated with more than 40 serious human diseases, collectively referred to as protein deposition diseases. In many cases the amyloid deposits are extracellular and are found associated with newly identified abundant extracellular chaperones (ECs). Evidence is presented suggesting an important regulatory role for ECs in amyloid formation and disposal in the body. A model is presented which proposes that, under normal conditions, ECs stabilize extracellular misfolded proteins by binding to them, and then guide them to specific cell receptors for uptake and subsequent degradation. Locusts and grasshoppers cause considerable economic damage to agriculture worldwide. The Australian Plague Locust Commission uses multiple pesticides to control locusts in eastern Australia. Avian exposure to agricultural pesticides is of conservation concern, especially in the case of rare and threatened species. The aim of this study was to evaluate the probability of pesticide exposure of native avian species during operational locust control based on knowledge of species occurrence in areas and times of application. Using presence-absence data provided by the Birds Australia Atlas for 1998 to 2002, we developed a series of generalized linear models to predict avian occurrences …

This paper describes a case study in which a method for forensic analysis of control was applied to resolve probative technical issues in a legal action. It describes one instance in which the analysis was successfully applied without challenge, addresses the details of most of the different facets of the analysis method, and demonstrates how such analysis provides a systematic approach to using technical methods to address legal issues as a case study.

Regulation of the resting membrane potential and the repolarization of neurons are important in regulating neuronal excitability. The potassium channel subunits Kv7.2 and Kv7.3 play a key role in stabilizing neuronal activity. Mutations in KCNQ2 and KCNQ3, the genes encoding Kv7.2 and Kv7.3, cause a neonatal form of epilepsy, and activators of these channels have been identified as novel antiepileptics and analgesics. Despite the observations that regulation of these subunits has profound effects on neuronal function, almost nothing is known about the mechanisms responsible for controlling appropriate expression levels. Application Layer End-To-End Arguments: From Ends To Means, And Beyond Network Neutrality, Matthias Bärwolff

This paper observes that the ultimate objectives of the end-to-end arguments do not necessarily entail a preference for having functions with the end hosts rather than with the network. The horizontal connotations of the end-to-end metaphor collapse when it is elevated to an application layer argument featuring strong "second order" objectives such as those pursued by network neutrality adherents. An internet that serves those ends will have to allow for ISPs to tussle with end users over economic value and surplus considerations, and acknowledge the beneficial rôle of the resulting transactions between the internet’s stakeholders.

The function(s) of clusterin may depend upon its topological location. A variety of intracellular "isoforms" of clusterin have been reported but further work is required to better define their identity. The secreted form of clusterin has a potent ability to inhibit both amorphous and amyloid protein aggregation. In the case of amorphous protein aggregation, clusterin forms stable, soluble high-molecular-weight complexes with misfolded client proteins. Clusterin expression is increased during many types of physiological and pathological stresses and is thought to function as an extracellular chaperone (EC). This paper presents four case studies that explore the adoption and acceptance of mobile technologies and services within the context of the privacy-value-control (PVC) trichotomy. The technologies studied include: the mobile phone, electronic toll payment tags, e-passports, and loyalty card programs. The study shows that despite the potential barriers to adoption in each of the depicted cases, the applications were embraced with great success soon after their introduction. An understanding of why these mobile innovations succeeded in spite of the concerns surrounding them will serve to help practitioners understand other issues currently plaguing emerging technologies like radio-frequency identification (RFID) tags …

The Global Positioning System (GPS) is increasingly being adopted by private and public enterprise to track and monitor humans for location-based services (LBS). Some of these applications include personal locators for children, the elderly or those suffering from Alzheimer’s or memory loss, and the monitoring of parolees for law enforcement, security or personal protection purposes. AbstractUsing PCR, the complete mitochondrial genome was sequenced in three frillneck lizards (Chlamydosaurus kingii).The mitochondria spanned over 16,761 bp. As in other vertebrates, two rRNA genes, 22 tRNA genes and 13 protein codinggenes were identified. However, similar to some other squamate reptiles, two control regions (CRI and CRII) were identified,spanning 801 and 812 bp, respectively. Our results were compared with another Australian member of the family Agamidae,the bearded dragon (Pogana vitticeps). The overall base composition of the light-strand sequence largely mirrored thatobserved in P. vitticeps. Furthermore, similar to P. vitticeps, we observed an insertion 801 bp long between the ND5 …
